Brent, a Registered Engineer in the State of Colorado, <br />holding Certificate No. 13290, hereby certify that I inspected the <br />in-place installation of the new rock drain addition to the South- <br />field Mine Coal Processing Waste Bank, on April 16, 1986, and have <br />found same to be in compliance with the plans and specifications <br />with the CMLRB approved Reconstruction Plan for the Coal Processing <br />Waste Bank. The rock drain addition is approximately 42 feet in <br />length, and has been extended beyohd the waste pile limits by several <br />feet. The drain cross section is 4 feet deep minimum, and averages <br />15 feet in width. The filter cloth is Dupont Typar 3401, and the <br />filter rock is granite. The joint to the existing filter drain was <br />accomplished with a two foot plus overlap of the filter cloth. I <br />did not observe the burial of the rock drain, and my certification <br />is based upon the notarized affidavit of Mr. Al Weaver, Mine Engineer, <br />attached to this statement. <br />Date: April 21, 1986 <br />
