In general, your proposed plan to replace depletions with consumptive use credits
from the Fulton Ditch does not provide replacement during all months when it is
needed even though the annual amount of replacement may be adequate. Because of
this timing deficiency, your plan may be approved as proposed for this year, however,
approval under the same conditions for subsequent yeazs will be unlikely.
Based on surplus Fulton Ditch water from the substitute water supply plan for
Brannan's Pit No. 27 (M75039) and 8 additional shares at 1.75 acre-feet per share
consumptive use.
