. EXHIBIT D -MINING PLAN <br />Brannan Sand and Gravel Company will continue to operate the mining of Pit No. 29 on <br />Pazcels A and B as permitted in the original permit application. This amended <br />application is to change the current operation from a dragline excavation under water to a <br />dry excavation with loaders and/or scrapers and to enlazge the operation to include <br />Pazcels C and D. In order to change the mine from a wet to dry operation, the amended <br />mine plan is to install slurry walls around Pazcels A, B, C, and D, dewater the pit, and <br />continue mining by dry excavation. The layout of the slurry walls and site phasing and <br />operation scheme is shown on the Mining Plan, Figure C-4. <br />As discussed in the original permit application the dry earthmoving operations, surface <br />water management and commodities mined will be similar. Overburden materials will be <br />removed by scrapers and stockpiled for use during reclamation. Surface water runoff will <br />not be diverted but intercepted by the pits where it will percolate, evaporate or be pumped <br />out with the dewatering operations. Dewatering is discussed further in Exhibit G. The <br />commodities to be mined are gravels and sand for construction use as concrete and <br />asphalt aggregates. <br />A general outline of the mining operation is discussed below followed by a Timetable of <br />Events that outlines the sequence of events, the operation to occur and the time periods <br />for each phase. <br />• Initially, wet mining of Pazcel A will continue with some excavated material from Pazcel <br />A stockpiled on Parcel B for use during reclamation. During the final stages of mining in <br />Pazcel A, slurry walls azound the perimeter will be constructed along with acut-across <br />slurry wall between Pazcel A and B and possibly a second cut-across slurry wall between <br />parcels A and D. This will create two or three cells for use as reservoirs. The order of <br />operations is as follows: <br />• Construct slurry wall azound perimeter with cut-across wall, or walls. <br />• Dewater Area I and pump water into Area II. <br />• Dry mine Area I with 2:I slopes. <br />• -Stockpile and process material from Area I on Area II land. <br />• Complete mining Area I and reclaim slopes at 3:1. <br />• Reclaim slopes as shown on Figure F-2. <br />• Pump water from Area II into Area I, thereby dewatering Area II. <br />• Dry mine Area II, with or without Area III with 2:1 slopes. <br />• Complete mining Areas II and III and reclaim slopes at 3:1. <br />• Optionally, Area III may be a separate cell. This will require acut-across wall <br />between Areas II and III.
