Box 591 Natuml Resource TTUSCee <br />Somerset CO 81434 <br />Re: 2nd Adequacy Letter, Permit Revision No. 10 (C-1980-00'n <br />Dear Mr. Bazbe: <br />The Division of Minerals and Geology (The Division) has reviewed the responses submitted by <br />Mountain Coal Company (MCC), C-1980-007, to the Division's preliminary adequacy letter. <br />The first comment (Al) presents the request that was discussed by MCC and CDMG personnel during <br />the February 8 meeting in Denver. The Division has discussed the issues involved in permitting the <br />South-of-Divide area, as proposed by the application Permit Revision 10. The application involves a <br />lazge azea with many potential impacts. Mountain Coal Company has provided a significant amount of <br />information about these potential impacts, the monitoring for impact and the mitigation actions if <br />impacts aze determined to occur. The information is scattered through the permit, however, both <br />within the text and in a series of exhibits. <br />Al. New Comment: The Division requests that all the potential impacts be summarized in a format -- <br />that can be readily used by both MCC and CDMG. A summary format, including tables, will be much <br />easier to evaluate for adequacy and as a reference in the future as mining proceeds into the South-of- <br />Divide azea. <br />There aze five divisions to this summazy, as follows. <br />(1) Potentially impacted features. <br />These include streams, wetlands, groundwater, renewable resources, alluvial valley floors <br />and man-made structures, including, but not limited to the Deep Creek diversion, the <br />Minnesota reservoir and dam, undermined roads. <br />(2) Predicted potential impact to each of those items in #1. <br />(3) Specific monitoring to be accomplished to evaluate impact on each item. <br />Office of Office of Colorado <br />Mined Land Reclamation Active and Inactive Mines Geoloeical Survey <br />
