COMMENTS ON THE PROPOSED EXPANSION OF THE TOZER PIT
Numerous oral comments were noted during the public meeting of March 16, 1999. These
comments are noted at the end of this appendix. Ten written comment letters were received by
the BLM, San Juan Field Office. Reproductions of these letters are attached with the comments
numbered to correspond to the responses given below.
1. Transportation and Public Safety
Eight oral comments and nine letters commented public safety in relation to increased gravel
truck traffic on County Road G. These comments specifically cited the following concerns:
-too much traffic on the County Road already and recent increase in traffic
-adding the gravel truck traffic is "several accidents waiting to happen". Even in the
hours before dawn and after dusk, increased traffic will add unnecessary danger to
the already dangerous road.
-exceeding the speed limit of d0 mph; both private traffic and County gravel trucks
-speed of trucks on hill areas that also involve curves
-[he speed of fully loaded gravel trucks by the time they reach the bottom of the steep
grades with 90 degree toms.
-trucks on the wrong side of the road, with no where to go
-the road is not designed for heavy truck traffic
-the road has no shoulders and the need for shoulders on the road currently and especially
if increased heavy truck traffic were to occur
-County Road G is already the most dangerous road in the County; citation of the recent
rivo deaths on the road. Adding gravel trucks would greatly increase the
hazardous narure of the road.
-gravel trucks pulling on to the road would be an increased hazard
-no regard for current road caution signs
-sand escaping from the covered truck beds have created a hazard on the road, especially
curves
-the road is a narrow, winding road with several blind spots.
-icy spots during winter hauling times
-one mile east of the Tozer Pit is a very steep grade, especially dangerous in winter
-hill just east of the pit entrance that presents a danger of collision with slow-moving
trucks as thev turn out of the pit.
-the road has many sharp, blind curves and many hills, especially dangerous in winter.
-evidence of drunk driving, and alcohol related accidents.
-road safety needs to be fully addressed. Request a safety srudy by outside experts be
conducted.
-few guardrails on the road and limited or no places to place guard rails.
-the additional hazazd created at the intersection of County Road G and County Road J.
Road J is a gravel, blind intersection that is very dangerous. Have had close
encounters tiom both east and west bound traffic. Increased gravel truck traffic
will by a great concern.
