<br />1. Topsoil Stockpiles - I have decided to designate two specific <br />areas for stockpiling topsoil for the next few years. These are <br />identified on the enclosed mining plan map and are located within <br />the 4 acre, "future stockpile area." After a period of several <br />years, the northernmost, topsoil stockpile would eventually be <br />abandoned and could be moved into the area identified on map as <br />"undisturbed". This move would occur several years after <br />mining is initiated in the "undisturbed" area. A technical <br />revision to our mining plan would then be requested at that time. <br />This is identified on the map as future topsoil site, and is <br />located along the western boundary of "undisturbed" permitted <br />acreage. <br />2. Seeding of Topsoil Stockpiles - Mathias Concrete, Inc. would <br />commit to the seeding of topsoil stockpiles that would be in <br />place for more than one year. They will be seeded with Western <br />Wheatgrass. <br />3. Seed Mix and Rates - Because of good availability and price, <br />Mathias Concrete, Inc. would commit to the following seed mix and <br />rates in the reclamation plan. <br />Russian Wildrye (Vinall Variety) - 6 lbs./acre <br />Western Wheatgrass (Arriba) - 8 lbs./acre <br />Intermediate Wheatgrass (Oahe) - 6 lbs./acre <br />Smooth Brome (Manchar) - 4 lbs./acre <br />Blue Grama (Native) - 4 lbs./acre <br />Cicer MilkMetch (Monarch) 2 lbs./acre <br />4. Water Used for Washing - The wash water used in our <br />screening process is diverted from a concrete bin into a 30' x <br />40' settling pond. The fines are periodically removed (every <br />other year) and are spread onto graded areas for seeding. The <br />water percolates into the sand and gravel alluvium underneath. <br />We applied for a NPDES permit for this operation in 1991 and have <br />not received any response. It may be, that we do not need one <br />for this small operation. <br />5. Fertilization - Because of the improved seed mixtures of <br />drought-resistant grasses, and our successful rate of germination <br />the last couple of years, I do not believe fertilization is <br />necessary for successful reclamation. <br />6. Reclamation Cost Per Acre and Phased Operations - Initially, <br />I had stated that the cost per acre for ma,~or disturbance would <br />be 31890.00. <br />I would like to revise this estimate based on designating <br />specific topsoil, stockpile areas, and incorporating a scraper <br />into the actual topsoiling process. <br />
