As I understand <br />it, P & M posted a "Life of Mine" bond in 1977 to cover all past and future <br />mininy operations. Areas covered by the "life of mine" bond were subject to <br />different reclamation criteria, depending on the law in effect when they were <br />mined and reclaimed. Exhibit 1 of your request shows which areas were mined <br />and reclaimed under the 1969, 1973 or 1976 Acts. <br />P & M is requestingg release from bond liability for all of the backfilling, <br />yrading and topsoiling; and they are requesting release for a significant <br />portion of the revegetation. Also, since the bond posted for the present <br />permit (C-001-80) assumes liability for the remaining roads, powerlines, ponds <br />and facilities, P & M is requesting that liability be released from the "life <br />of mine" bond. The only remaining liability for the "life of mine" bond would <br />be revegetation costs for 663 acres in South of Shop, Center Ridge and <br />portions of West Ridge. The remaining liability under the "life of mine" bond <br />is proposed at $305,914.38 to cover the revegetation costs. <br />On June 15 and 17, 1983, I inspected those areas requested for release, as <br />shown on Exhibit 1. Keeping in mind what law they were mined under, I looked <br />at the backfilling, grading, topsoiling and revegetation. For the most part, <br />P & M has done a good job and, in many areas, they reclaimed beyond what was <br />required. A couple of problem areas do remain, however, and these are <br />discussed below. <br />A large gully has <br />signifies that it <br />"All surface areas <br />pollution".
