sampling meWodologies. The results of the sampling verifications indicated no problems related to
methodology or the sampling conducted by CYCC personnel.
The results show the North Hlock to have greater cover and production That Ute Reference areas. Also,
the results from the South Block show it to have greater cover and production than the Reference Areas.
CYCC believes that final reclamation has been achieved in compliance with the approved reclanu~tion
plan.
In reference to water quality, there are two issues which CYCC wishes to address. First, historic eater
quality data Itas shown no evidence of significant impacts from the mined and reclaimed areas. A review
of prior Annual Hydrology reports demonstrate the hydrologic systems have not been impacted
sign~cantly from the mining and reclamation operations conducted at Mine 3. The data shows that TDS
concentrations in the backfilled overburden are elevated over pre-mining levels in the Wadge Overburden. ,
However, the concentrations do not impact the ability of the water to be used to attain the post-mining
land use of pastureland in the event someone were to use this water. As noted in the AI-IR's no significant
spoil springs have developed at the mine. There are a limited number of springs/seeps which have been
monitored a[ Mine 3, but We flow is insignificant.
Secondly, the CYCC Mine 3 Sediment Yield Demonstration indicate the parcels comprising the NoNr~
and South Blocks would not contribute suspended solids in excess of tltal for similar undisturbed reference
parcels. The demonstration is located in Appendix A. Additionally, the annual rill and gully inspections
do not reveal any serious erosion problems occurring at the site. Likewise, [Ite Division's monthly and ~
quarterly inspections have not identified any sign cant erosion problems at the site. ~ ~
q~
The amount of bond reduction being requested is based upon the 368 acres comprising the Nortlt and~~ o~ t
South Blocks, and amounts to $200,000. Tl»s amount also includes costs for removing []te Middle Creeks ~~
• office and reclaiming it and the surrounding area in addition to the rt:vegetation costs of $200/acre. The
building and associated azea is approved to remain to augment the post-mining land use.
Copies of the Landowner Notification letters and the public notice and its proof of publication are
included in [he application materials, and are presented in Appendices B and C, respectively..
If there are questions, please contact me at your convenience.
Sincerely,
~~~ ~.J¢~ /~r~
Richard Mills
Environmental Manager
Enclosures
file: f:\bondrellmine3app.doc
