Where:
• S'z =release area variance
n, =release area sample size, and
Sze =reference azea variance
n2 =reference area sample size
The results of sampling efforts will be contained in the annual reclamation report. The presentation will
include the raw field data, a summary of the analyses, and results of the analysis.
On August 15, 1985 (revised December 8, 1986) Basin submitted a rill and gully plan to the Division.
Exhib26, Rill and Gully Plan, presents a copy of this plan.
Sealing and Manaein¢ Mine Openings
Sealing of the openings which access the underground coal mining operations at the Golden Eagle Mine
will be completed upon the final closure of mining operations to minimize safety hazards to man and
wildlife in these areas. Atypical mine opening seal is shown on Figure 4. Figure 5, Typical Borehole
Seal, shows a typical borehole seal that will be utilized by Basin, except as described in Section 2.05.4
~~
f). Reclassification and Transfer of Ventilation Facilities to Industrial Use
Methane degasification wells, airshafrs, and open boreholes penetrating the underground mine workings
will be reclassified for industrial use. Stroud Oil Company, aka Apache Canyon Gas, L.L.C. will obtain
• the necessary permits through the State of Colorado, Oil and Gas Conservation Commission to develop
methane gas production wells at these locations. XTO Energy, the current owner of Apache Canyon
Gas, plans to develop addition gas wells and a compressor station south of Apache Canyon. This
activity will require improving the road through Apache Canyon. This road will pass through and
impact the reclamation activities at the Apache Canyon Airshafrs. These areas will also be reclassified
as Industrial Use areas.
Reclamation of these reclassified facilities will be in accordance with the Oil and Gas Conservation
Commission. When the appropriate bonds have been filed, and adequate proof of bonding submitted to
the Division of Minerals and Geology, Basin will request bond release for these facilities, and will only
be responsible for these facilities to the extent required by Rule 4.15.10(2).
These facilities are listed in Exhibit 19-1 Bonding Reduction Schedule for TR 45, Exhibit 19-7
Bonding Requirement for Apache Canyon Airshafts, TR-45 Exhibit 31 Industrial Land Use
Classification for Methane Gas Production Schedule, and Maps TR45-1 through TR45-5.
2.05.5 Post Mining Land Uses
The post mining land use which Basin proposes for the permit area at the Golden Eagle Mine shall
consist of pastureland, rangeland, ranchette and industrial use (natural gas production). This is identical
to the pre-mining land use as shown on Map 4, with the addition of industrial use. This is consistent
with approved land uses as determined by the Las Animas County Zoning Board. Detailed
explanations of each of these land uses which Basin plans to implement on reclaimed lands is located in
Section 2.04.3 of this application.
•
TR-56 2.05-27 (Revised 8/5/04)
