6. Please clarify your statement in your paragraph f(i) "A small
amount of the overburden will be saved for the limited amount of
backsloping that will be done in the final pit shaping."
Explain this statement in relation to your paragraph (a) where
it states ". .it will not be necessary to save any topsoil or
growth media for reclamation." Are you referring to topsoil
when you say "a small amount of the overburden"?
Exhibit E - Reclamation Plan
1. What is the planned slope and slope direction of the git floor?
2. The general slope of the permit area is toward Coal Creek.
Provide plans for controlling stormwater runoff to prevent
siltation of Coal Creek. If you have prepared one, a copy of
your stormwater Management Plan (part of your stormwater
Discharge Permit No. COG 500753) may be adequate, if it applies
to this 112 conversion proposal.
3. Describe how you will adequately control spills of fuel and
other petroleum products to prevent pollution of ground water
and surface water systems.
4. Your item 3.1.9 states that there is no topsoil on this site.
I have inspected the site. There is topsoil on all the unmined
portions of the affected land. The primary soils of the
affected land according to your soils information are Cascajo
and Kim-Cascajo Complex. Both of these soils have a surface
layer of dark grayish brown very gravelly sandy loam about 6
inches thick. This is a topsoil and it should be salvaged for
reclamation purposes. Please commit to doing so and address all
the applicable portions of Rule 3.1.9.
5. Your item 3.1.10 states that this site is being developed for
industrial use and there will be no revegetation. Rule
6.4.5(2)(b) includes the following, "In those instances where
the post-mining land use is for industrial, residential, or
commercial purposes and such use is not reasonably assured, a
plan for revegetation shall be submitted. Appropriate evidence
supporting such reasonable assurance shall be submitted."
Provide a revegetation plan addressing all applicable portions
of Rule 6.4.5 or provide appropriate evidence supporting the
reasonable assurance that the site will be used for industrial
use. The reasonable assurance can be in the form of a copy of
a development plan approved by local government. You can
provide copies of other documents that will provide reasonable
assurance if they are available.
Exhibit G - Water Information
1. Is the Water Quality Control Division aware that water from the
spring in the permit area is discharged directly to Coal Creek.
