INTEROFFICE MEMORANDUM

TO: JIilI RURNELL
FROM: J,\NIi'1' RINNS
SUBJECT: 1f~\RR 1IIN RNOS ~ ~ 'IEW
DATE: 11 /25/2005
CC: DAN 1-IERNANDI3'/.
1 have reviewed the Marr Mine permit for compliance with Rule: 4.15 and 3.02.2.
Text that discusses revegetation success is found in section 780.18(6) of the permit. There are two distinct
azeas associated with the Marr Mine with different sets of reclamation success standards. The first is the
Marr Mine consisting of the reclaimed 720 pit and Pit 1, facilities area, access roads, and sediment ponds.
The second area is the Marr loadout located in the town of Walden. The load out and mine site have been
reclaimed. Mine has applied for and received approval for phased bond release on several of the
reclaimed areas. For bond release purposes, the operator has divided the reclaimed mine into three blocks:
Reclaimed prior to 1986, 1995 reclamation, and 1996 reclamation. The reclamation success standazds
apply to each of the three blocks.
Reclamation Success standazds:
Mine site reclamation success standards: based on anacreage-weighted average of 4 reference areas
plus baseline information from one vegetation community. "Reference areas" will be taken to mean the 4-
acreage-weighted reference areas along with the data form the Salt Flat community.
Cover: The reclaimed area will achieve or exceed 90% of the cover measured on the reference areas.
Productivity: The reclaimed area will achieve or exceed 90% of the productivity measured on the
reference areas.
Woody stem density: 1500 stems per acre.
Diversity: The 4 dominant plant species will contribute no more than 83% relative cover combined.
No one species will contribute greater than 40% relative cover. At least one of the 4 dominant species
will be a shrub or a forb.
Load out reclamation success standards: Cover and productivity are compared to the load out reference
azea.
Cover: The reclaimed area will achieve or exceed 90% of the cover measured on the load out
reference area.
Productivity: The reclaimed area will achieve or exceed 90% of the productivity measured on the load
out reference azea.
Marr Mine, C-1980-006, RNS
