Reclamation Plan <br />EXHIBIT E ~~ <br />The currently approved reclamation plan includes open space and dry land pasture consistent <br />with pre-mining land use and existing adjacent lands. This amendment proposes to change the <br />reclamation plan for both the sand and gravel mining area and the granite quarry to be empty <br />water storage vessels.l T~saiCd anc~-granel-reclamation-will-include a lined, sealed empty h~1e <br />with 3H:1 V stable Js de slopes. The granite water storage side slopes will consist of benched <br />mining-higTwal s as discussed below. It is the operator's intent to find an end user for the site to <br />utilize the empty reservoirs. <br />SAND AND GRAVEL RECLAMATION <br />The proposed reclamation plan includes a clay liner to meet the State's criteria for a lined water <br />storage reservoir. The proposed liner design includes an approximately 15-ft high dam in the <br />southeast corner, with a 4-6-ft raised embankment along the southern embankment. The dam <br />crest elevation is proposed to be 5800 feet. This proposed reservoir layout, extending to <br />bedrock, would result in a future storage volume of approximately 3,790 acre-feet. The <br />proposed liner design includes lining the side slopes and 1/3 of the pit bottom with on-site clayey <br />sandstone and shale. The pit bottom contains three bedrock formations. The bedrock for the <br />western 2/3 of the pit bottom is the clayey sandstone and shale formation, Geotechnical testing <br />was performed by JA Cesare & Associates in 2006. The results of that testing gives reason to <br />believe that this material will sufficiently seal a reservoir to meet the State's standards. <br />Final Land Use Area acres) <br />Lined, em ty reservoir 94 <br />Access Roads 3 <br />Reclaimed Pastureland or Undisturbed Land (in Disturbance Limit) 78 <br />TOTAL 175 <br />The currently proposed liner consists of a 15-ft wide clay blanket to be constructed with O.SH:1 V <br />side slopes and placed along the mining highwall. The clay liner will be keyed into the bedrock. <br />Design specifications and quality control procedures will be used during construction of the clay <br />liner to meet that the State Engineer's Office (SEO) performance standazds for permeability. <br />During reclamation activities, the clay liner will be monitored for compliance with the SEO <br />performance standard for seepage. The top elevation of the clay blanket is proposed to be 5797 <br />feet, allowing three feet of freeboard. The shell material to be placed along the clay blanket will <br />be crusher fines from the granite quarry. Geotechnical testing concluded the fines appear well <br />suited for the stable, well-draining, protective cover for the liner. The final slopes of the <br />embanlanent aze proposed to be 3H:1 V. <br />Reclamation of the liner and reservoir embanlnnents will be concurrent with mining, with <br />reclamation activities following approximately 1,000 feet behind the mining operation. Since <br />reclamation will be concurrent with mining, most soil, overburden, and bedrock material <br />excavated during current mining will be used almost immediately in the previous phase. <br />Scrapers will be used to place bedrock sandstone and shale, as well as the granite fines, along the <br />Front Range Aggregates, LLC- Parkda[e Quorry <br />OMG 7 J2 Permit Amendment <br />Page /9 <br />
