The limit of disturbance has been established as follows: 100 feet from the toe of Tallahassee <br />Creek's southern embankment, encompassing a majority of the permitted site west of the sand <br />and gravel pit, and tying into the permit boundary on the south. The disturbance limit for the <br />sand and gravel area is proposed to encompass approximately 175 acres. The land within these <br />setbacks will be considered as affected land since it may contain access roads, stockpiles, <br />maintenance/office buildings, or possibly fuel storage areas. The mining limit setbacks have <br />been established as follows: 100 feet from the toe of Tallahassee Creek on the north, and 250 <br />feet from the Right of Way for the UPRR on the south. These limits of disturbance and mining <br />are illustrated on Exhibit C-1. Information in the current permit regarding access roads, drainage <br />swates and ditches, etc. will remain consistent in the proposed mining plan. <br />Topsoil stockpiles were temporarily placed along the south mining boundary for noise abatement <br />to conform to the original Fremont County conditional use permit. Material stockpiles have been <br />placed along the northern boundary adjacent to Tallahassee Creek and on the east side of the <br />southern boundary, directly south of the processing plant. These stockpiles will also be <br />temporary and will remain until the reclamation activities deem removal is necessary. <br />Power lines currently exist within the mining limit. The approved permit states that mining will <br />not take place within 30 feet of the utility poles. As proposed mining progresses to bedrock, <br />mining will be limited to within 70 feet of the utility poles; although it is anticipated that the <br />power lines will be relocated outside the mining area within the next couple years for mining and <br />reclamation purposes. <br />Granite Quarry <br />The limit of disturbance for the granite quarry is only proposed to change along the west <br />boundary to better facilitate the location of the processing facility. The proposed limit of <br />disturbance has been set about 400 feet west of the current limit. The mining limit has been set <br />50 feet inside the disturbance limit except along this west boundary. Currently, approximately <br />10 acres of the granite quarry have been disturbed in the southwest comer of the mining azea in <br />preparation for setting up the processing plant, anticipated to be set up next year. <br />Fuel Storage Area <br />The Division has reviewed the applicant's fuel storage plans and refueling plan, which indicates <br />that all equipment will be refueled at the fuel storage area. The fuel storage area is designed to <br />contain approximately 140% of the 10,000-gallon double-walled storage tank capacity in the <br />event of a spill, until it can be cleaned up and disposed of properly. The fuel storage area is <br />located along the southern permit boundary. <br />The office has been established near the site access as shown on Exhibit C-1. <br />Tallahassee Creek and the 100-Yr Floodplain <br />The previous operator planned the operation so that all activities, except the construction of two <br />bridges, would remain outside of riparian habitats. Two bridges were constructed over <br />Tallahassee Creek to carry a road to the sandstone quarry and the rail spur to the granite quarry. <br />The two bridges over Tallahassee Creek were designed and constructed of concrete abutments <br />with steel girders from used railroad bridges providing the spans.
