(HGTI), please find three copies of a Technical <br />Revision ~ request for HGTI's Hayden Gulch Loadout, Permit No. G92-081. This facihry is <br />located approximately 2 miles southeast of Hayden, Colorado, between Routt County Roads 37 <br />and 53. <br />HGTI proposes to modify the existing Loadout facility to allow for the unloading of coal from <br />railcars in addition to the current design for storage and railcaz loading of raw coal. This will allow <br />raw coal to be transported in and out of the facility by rail and/or truck, thereby potentially <br />extending longevity opportunities for coal mining in Routt County. The unloading facilities will <br />consist of a hopper, a reclaim tunnel, reclaim conveyor, and a radial stacker to unload and handle <br />the coal from the bottom dump railcars. The unloading facilities will be constructed within the <br />existing disturbance borindary. As shown on the attached Application Form, there will be no <br />additional acreage disturbed. <br />Attached you will find a completed Application Form, a proposed Public Notice, the revised <br />permit document text and maps, and the permit insertion instructions. Please note that all <br />additions to the permit text have been "bolded" to assist in the review process. Should you or <br />any other members of the Colorado Divisions of Minerals and Geology (mMG) staff have any <br />questioru regarding this information, please do not hesitate to contact the undersigned. <br />As you are aware, HGTI submitted a "Notice of Intention to Temporarily Cease Operations" of <br />the Hayden Gulch Loadout on November 3, 1997. On November 7, 1997, the Colorado Division <br />of Minerak and Geology (®MG) acknowledged the notice. Since that time the facility has been <br />under "care and maintenance". HGTI is now requesting approval to reactivate the facility and <br />asks that the ®MG return the permit status to "Active". <br />P.O.
