Long <br />Dieision Dueclw <br />Based upon my cursory review of the technical revision application for stormwater matnagement at <br />the Canon City quarry submitted by T.H.E. on January 16, 1996, I advise that the Division deny <br />the application at this time and request T.H.E. to submit an application for a permit :unendment. <br />The purpose for such a request is that T.H.E. has proposed an alternative solution for stormwater <br />management that is not in conformance with the November 25, 1995 Board Order; additional <br />acreage will need to be permitted, and additional parties will need to be noticed and given a chance <br />to comment. I suggest that we allow T.H.E. to apply the $150 application fee toward the $1,550 <br />application fee for an amendment. I also suggest that we address the Board at the Febnuary 21-22, <br />1996 Meeting for a modification of the original Order regarding stormwater. <br />Mr. Ken Klco has submitted a technical revision application for stormwater management on behalf <br />of T.H.E. which does not include the detailed engineering calculations and designs or approvals <br />as specified in the November 25, 1995 Board Order. Mr. Klco's application conCtins only a <br />concept of how stormwater might be managed in the future. It is obvious to me that the. permitting <br />of an acceptable stormwater management plan for the Canon City Quarry will require an extensive <br />amount of time, planning, and negotiation between all parties concerned. <br />I advise that we request the Board's permission to allow the operator additional time to prepare an <br />acceptable amendment application and that the Board Order be modified to require T.H.E. to <br />submit an application for a permit amendment with the following information no later than <br />April 24, 1996: <br />Stormwater runoff calculations for peak flow and volume of both [he 10-year, 24-hour storm <br />and 100-year, 24-hour storm events for both the disturbed area watershed and the upland <br />non-disturbed watershed (6-hour storm events may be substituted as appropriate). <br />
