<br />• (6) EXHIBIT E - RECLAMATION PLAN <br />The operator, in consultation with the landowner, where <br />possible, and subject to the approval of the Board, <br />shall choose which parts of the affected land shall be <br />reclaimed for forest, range, crop, horticultural, <br />homeaite, recreational, industrial, or other uses in- <br />cluding wildlife habitat. These choices shall be formu- <br />lated into a reclamation plan, and correlated to the <br />reclamation map and timetable. In preparing the recla- <br />mation plan, the operator should be specific in terms of <br />addressing such items as final grading (including drain- <br />age), seeding, fertilizing, revegetation (trees, shrubs, <br />etc.>, and topsoiling. Operators are encouraged to al- <br />low flexibility in their plans by committing themselves <br />to ranges of numbers (e.g., 6"-12" of topsoil) rather <br />than specific figures. <br />The reclamation plan shall include provisions for, or <br />satisfactory explanation of, all general requirements <br />for the type of reclamation proposed to be implemented <br />by the operator. Reclamation shall be required on all <br />the affected land. The reclamation plan shall include: <br />(a) A description of the type(s) of reclamation the op- <br />• erator proposes to achieve in the reclamation of the af- <br />fected land, why each was chosen, the amount of acreage <br />accorded to each, and a general discussion of methods of <br />reclamation as related to the mechanics of earthmoving; <br />((a)) Benson Brothers Aggregate permit and property is <br />owned and operated by Benson Brothers Truck & Equipment <br />all reclamation plans will consort to enlarge the equip- <br />ment business. Area in the process of reclamation have <br />been used to store equipment for reeale. Moat of the <br />permitted area and the north area to be permitted will <br />be level and suited for an expansion of the equipment <br />business or quite suitable for home building lots. Rec- <br />lamation earthmoving mechanics will be dozer equipment <br />to level, move and contour a natural plateau. <br />(b) A comparison of the proposed post-mining land use <br />to other land uses in the vicinity and to adopted state <br />and local land use plans and programs. In those in- <br />stances where the post-mining land use is for indus- <br />trial, residential, or commercial purposes and such is <br />not reasonably assured, a plan for revegetation shall be <br />submitted. Appropriate evidence supporting such reason- <br />able assurance shall be submitted; <br />• ((b)) We feel that the aerial photo enclosed with this <br />application more than supports the equipment business at <br />
