16.
~„c! 17
a
• b~ z E ~Py~ ;~
wells. ~,~~~ ~~' i
Has baseline info mation been submitted for 008-77-58, 93-
002M, and 88-CD-7 ? Text on page 14-7(c) indicates wells will
be established in 1993 and 1994.
Why is well FBR-2-E not included in Table D?
18. Map 13a should include any and all TCC monitoring sites.
Currently, both copies of this map in the Divisions possession
are missing locations. Please check this map for accuracy and
submit upon when all monitoring locations have been
determined.
19. Should stream flows be depleted due to subsidence and loss of
ground water discharge to streams or direct loss of stream
flows to the ground water system, how will this loss be
mitigated to protect downstream senior water users? Include
this response as permit text under the appropriate Rule
citation.
20. EMD mine water discharge is proposed to be pumped to the
surface, piped underground 4000 feet to treatment ponds,
~~Z~ treated and then discharged. How will TCC prevent rupture of
~., the line and subsequent uncontrolled discharge off-site? If
~a5 exposing the line during subsidence is the chosen method, how
will the line be prevented for freezing and rupture?
Land-use
1. Page 2.05-124 (c) states "no rangeland has been or is expected
to be disturbed..." EMD vent facilities are located in
rangeland. The Division refers TCC to Rule 2.04.3(2)(a) and to
the definitions of pastureland and rangeland under Rule 1.04.
Please correct text to reflect current operations. (Also see
map question 2 below)
Subsidence
1. Stockponds, irrigation ditches, and water monitoring sites are
all considered structures. These should be spotted on the
structures map and each have a brief description included in
the text.
2.~ Panel 7 will undermine the Twentymile sandstone cliff in the
`~,,,,, EMD. What mitigation technique will be used to ensure the
,_-,,,~+~C'' safety of the public along County Road #27? Include
~p~k appropriate text describing the cliff, worst possible
consequences, subsidence control plan and subsidence
monitoring.
Mans
1. Map 1 does not depict the current mine plan. Please correct
