III IIIIIIIIIIIIIIII <br />999 <br />C <br />DATE: Augusl3l, 1999 <br />TO: Larry Rout[en <br />FROM: Dan Mathews + <br />RE: Roadside Mine RN-03 Cost Estimate Review <br />Permit C-81-041 <br />As I had mentioned to you, in conjunction with the special focus "land disturbance" inspection at Roadside, <br />I have taken a look at the January, 1998 cost estimate which Erica Crosby did for the permit renewal. I <br />wanted to confirrrt that all disturbed areas subject to reclamation were addressed in the estimate. As you <br />know, the renewal has not yet been finalized. There have been a few reclamation plan changes made <br />during the renewal process which have not been incorporated into the cost estimate, and I believe there may <br />be a few disturbed areas/tasks which were not covered in the original estimate. Before we finalize the <br />renewal decision, the wst estimate will need to updated as necessary. Listed below are the apparent <br />discrepancies I noted in reviewing the cost estimate and the reclamation plan. Some of these discrepancies <br />may not be "real". For example, sewage lagoon reclamation may not have been listed as a separate item for <br />backfilling and grading, as it might have been included vvitl»n the backfilling and grading of the entire rail <br />loadout area I don't know if this was the case, but I would imagine that Erica does. <br />Before I ask Jim Stark to update the estimate, can you have Erica take a look al tite list of"apparent <br />discrepancies" and provide her input? <br />Reclamation Items not delineated in 1998 RN-03 cost estimate <br />1) Reclamation of Haul Road 2. Haul Road 2 is at the North Portal Area, extends from the Coal Creek <br />crossing to the wck loadout at the North Portal Coal Handling area. As a result of the sp. Focus <br />inspection, an additiona1400 feet of the road from the creek crossing to the public access road near the <br />PSC dozer shed will need to be permitted (and addressed in reclamation plan). <br />2) Reclamation of Haul Road 6. HR~i is a short segment from HR-4 to the base of CRDA-2, where it <br />connects to the "temporary refuse pile road". <br />3) "Reclamation of "temporary refuse pile road", which extends up the (ace of CRDA-2 refuse area from <br />HR-0 to the refuse working bench. <br />4) Various disturbed areas from Table 12-1 "Distutlxd Surface Areas" total approximately 326 acres <br />(excluding CRDA-3 proposed disturbance). Table 14-1 "Reclamation Soils Balances and Areas" specifies <br />reclamation acreage of approximately 220 acres (excluding CRDA-3 aaeage). Total acreage specified for <br />revegelation in RN-03 cost estimate (excluding CRDA-3 future disturbance) is approximately 189 acres. <br />What is the explanation for the apparent acreage discrepancies, and how was the 189 acre figure derived? <br />5) Minewater Treatment Pond 12 was created in 1998 by building a dike through existing Pond 5, creating <br />two ponds from one oversized preexisting pond. However there was excavation associated with <br />completion of Pond 12, and this material was stored, along with ditch and culvert cleanoul material within a <br />previously disturbed location nearby. Cost estimate was not adjusted to account for Pond l2 conswction, <br />and adjacent conjwction dirt stockpile. <br />
