RECLAMATION PLAN <br />TIMETABLE <br />The Little Johnson area should not be allowed to sit unreclaimed for very long. Reclamation <br />should be done immediately after the completion ofmining or as close to the time of seeding as <br />possible. Delays in reclamation will allow abundant weed growth to become established and that will <br />make the revegetation program more difficult and less successful. <br />In the event the reservoir will be constructed either soon after completion ofmining or at some <br />point afterwards, an appropriate permit change maybe submitted that will address the needs at that <br />time. In the event there is a considerable delay in the implementation of reclamation before the <br />reservoir is built, appropriate changes in the permit or permittee will be sought to accommodate the <br />desires and needs of the landowner. Examining all the various facets and possible future events, it is <br />clear that one single, primary factor controls essentially all decisions regarding the use of this land. If <br />an action has an adverse impact on the remediation program then the action either cannnot occur or <br />the action must be altered so as to not adversely impact the remeditation program. In other words, the <br />remeditation program is currently the controlling factor. <br />In the event the remediation program was concluded in the near future, then that controlling <br />factor would be replaced by a new controlling factor. That new factor would currently be the Fountain <br />Mutual Ditch. So long as the ditch is in its current location a decision to remove the sand under the <br />ditch corridor cannot be made, even if the reservoir is not created. Therefore, at the end of the mining <br />of the Little Johnson area, a decision will be made as to the appropriate final action to be taken. At <br />that point in time it may be necessary to implement additional permit changes or simply proceed with <br />the existing plan. Thus, the conclusion of the mining is a key checkpoint. <br />Continental Materials (the permittee) will contact the Division at that point to inform the <br />Division of the status and determine the appropriate future action. The determination of the future <br />action will also involve the landowner, Security Water District. <br />TOPOGRAPHIC CROSS SECTION <br />Please refer to the cross-section at the end of Exhibit D -Mining Plan.
