MINING PLAN <br />OTHER CHANGES TO THE EXISTING MINING PLAN <br />AND FUTURE EVENTS THAT MAY AFFECT <br />THIS OPERATION <br />Relocation of the Processing Plant: In the existing permit it was expected that, by this <br />time, the processing plant would have been relocated to the east side of Academy Boulevard. That <br />relocation has not occurred and is not likely to ever occur. Therefore, this part of the existing mining <br />plan needs to be removed. <br />Possible Reservoir Lake: At this time consideration is being given to constructing a rather <br />large reservoir in the Little Johnson site. In effect, this would return this site to an earlier use that was <br />subsequently vacated which left the current basin. This reservoir will not be operated by Transit Mix, <br />but would be constructed on land mined by Transit Mix as described in this amendment. Therefore, at <br />some point in the future another permit change maybe needed to allow for this reservoir system to be <br />constructed. Exactly what kind of permit change will be required is dependent upon exactly how the <br />reservoir would be constructed and the timing with regard to the mining of Phase Se, as well as <br />interfacing with future highway changes, the remediation program, and the relocation of the Fountain <br />Mutual Ditch. <br />In particular, the implementation of this reservoir would require consistency with whatever <br />stage the remediation program is in at that time. The Security Water District works closely with the <br />managers of the remediation program. At this time it is expected that this reservoir would not be <br />constructed until around 2008 to 2010, but it could be sooner if the many details can be worked out. <br />At any rate, evaluation and design of the reservoir will be coordinated with the requirements of the <br />remediation program at Bradley Road. <br />Possible New Highway to Colorado Springs Airport: For several years now plans have <br />been in the works to build a new highway to the airport. The most feasible route is to connect with <br />I-25 via Academy Boulevard. The problem is that this highway would need to cut diagonally across <br />the northern portions of the Daniels Sand Pit #2 permit area and would eliminate a very large reserve <br />of important and valuable sand. Further complicating the plan is the Fountain Mutual Ditch which <br />cuts across the highway path at a rather high elevation. Consideration has been given to building the <br />highway along Bradley Road or Drennan Road, but both of those options do not provide the kind of <br />benefit desired and have their own problems. At present there are at least three plans, including the <br />Transit Mix plan that would allow a highway. The Transit Mix plan preserves most or all of the <br />existing sand reserves; the other plans do not. No decision has been made at this time about which <br />option will be implemented, but clearly whatever option is chosen some modification to the permit <br />will be needed in the future. <br />Daniels Sand Pit #2 -Little Johnson Amendment - M-~s7a-oo~ Exhibit D Page 9 <br />
