The application stated that <br />"Surface water from the pit area water will be detained for a short period, not to exceed 36 hours. <br />That (water) which is not absorbed into the pit floor will be released through a 6-inch pipe to <br />discharge into the roadway borrow pit at the southeast comer." The application also states that <br />"water in the pit area will be detained by a low berm on the south side." <br />The Division required the condition as a demonstration that a pond, not included in the reclamation <br />plan, will not be allowed to develop on the pit floor that would require approvals from the Colorado <br />State Engineer's Office, for water storage and evaporative loss. Also, the Division was concerned <br />about erosion between the planned discharged and the county road drainage system. <br />The Division is approving Mr. Young's August 31, 2000, letter as an adequate response to Condition <br />No. 1 and, therefore, the condition is abated. The Division is satisfied that a registered engineer has <br />determined that there will not be a discharge of stormwater from the pit, as a result of a 10-year, 24- <br />hour storm event. However, the Division still has some concern that water may accumulate in the <br />pit, especially after final reclamation, when topsoiling and sedimentation occur on the pit floor. <br />The reclamation plan is not approved for a pond or additional wet land. The application states that <br />surface water will not be detained in the pit for more than 36 hours, and the Division will monitor <br />this during future inspections. <br />Please all me at (303) 866-4922, if you have questions <br />Sincerely, <br />Larry D.
