Secured and safe access into the adit will be established and any required
timbering or refurbishing activities will be completed such that entry may Ue
gained into the area where the plug was previously installed so that it may be
inspected.
In the event that the plug must be removed or altered in any way, relevant
aspects of the attached Water Management Plan will be implemented. Depending
upon conditions found in the adit and the conditions of the existing plug,
completion of remediation work may be accomplished during the 1996 field season
prior to the onset of adverse fall weather. If it is determined that the adit must be
left open until the 1997 field season to evaluate current plug performance or
complete necessary remedial work, access into the adit will be secured to assure
public safety until work is resumed and completed, and the adit permanently
closed and surrounding area reclaimed.
PLAN CONFORMANCE REVIEW:
The proposed action is subject to the following plan:
Name of Plan: Land and Resource Management Plan
Rio Grande National Forest
Date Approved: January 4, 1985
The proposed action has been reviewed for conformance with this plan (36 CFR
Part 219, Subpart A, FSH 1909.15.
CATEGORICAL EXCLUSION REVIEW:
The proposed action qualifies as•a categorical exclusion under FSH 1909.15,
31.2(8f),
REMARKS:
The proposed action is located on previously disturbed grounds which were part of
the Bulldog Mine mining operation. The mine is located at 9,360 feet in elevation,
hence the name 9360 Adit. The site was also the location of the Bulldog water
treatment plant for which an Environmental Assessment Report was prepared in
1977 with an addendum prepared in 1979. The U.S. Forest Service made final
inspection and reclamation approval on October 20, 1994.
Since the final the inspection and reclamation approval Homestake has continued
to monitor the site and in the last two years has noticed a minor seep at the base
of the 9360 adit. The seep is attributed to surface water percolation working its
way through the soils above and through the portal entry location.
