Finding of No Significant Impact Homestake Mining Company bi!rn~oFlaldOttt~ Bulldog Mine Reopening 9360 Adit Divisioncii!finsrals&~soiogy Divide Ranger District, Rio Grande National Forest Mineral County, State of Colorado On July 22, 1996, Homestake Mining Company submitted an operating plan to reopen the 9360 Adit in order to reevaluate the integrity of the existing plug. The proposed plan is to seek the source of the small seep along the outside perimeter of the portal plug and permanently remedy the situation to prevent further seepage in the future. It is my decision to accept the "Bulldog Mine Operating Plan for Reopening 9360 Adit" as submitted with the following modification. 1. Reclamation of the area will have the same seed mix as the previous reclamation effort with the addition of fertilizer and mulch to assure a good growth medium. 2. The proposed project site (less than one acre in size) will be closed off to public access, to enhance public safety, during the proposed period of operation. The purposal qualifies as a categorically excluded action, the fact that all activity will take place on previously disturbed grounds. This action will provide a better understanding of the hydrology in the 'mine and wi1T enable Homestake Mine to use the best available technology to eliminate the possibility of any further seepage from the portal and permanently close and reclaim the adit and surrounding area. This action represents a promotion for public safety and health and is in the best interest for the human environment.
