Platte Sand & Gravel LLC Technical Revision 9/05
S&H Mine -Permit # M-2000-158
TECHNICAL REVISION 'I -PRIMARY HAUL ROAD RELOCATION
Our original plan was to use WCR 23 south to HWY 66 so the
original internal route left the Plant Site and crossed Sand Flats
Lake, Highlands Lake and Krystals Pond areas to exit the site in
the very southeast corner of the permit area. During our local
government hearing the City of Milliken and Weld County Public
Works Department determined that the only offsite haul route we
could use was WCR 38 east to State Hwy 60. As a result we were
forced to build the existing haul route across the Sand Flats Lake
area to intersect the County Road system at the intersection of WCR
23 and WCR 38. This is our primary haul route unless the County
and City approve an alternate route.
TECHNICAL REVISION 2 -Plant SItB ~@~OCat10(1 811d mining dlreCtlOn feVlSlOn.
The current approved permit shows that the Plant Site would
originally be located in the central part of Sharkeys Lake. Mining
was to begin on the north side of the Plant Site and work from
south to the northwest. Please review Figure TR-1 to see what is
described in the following text. At the landowners request this
was changed by moving the Plant Site approximately 1,200 feet south
so it did not interfere with their center pivot sprinkler as long
as possible. As approved in the permit the terrace deposit of
gravel in Highlands Lake area was mined (10 acre parcel) first.
Once this was done, mining began in Sharkeys Lake between the Plant
Site and the South Platte River and is being worked back to the
east. Mining will continue in this area to the north along the
west side until reaching a point approximately even with the north
side of the Plant Site.
At this time the plan is to wet mine the area using draglines
instead of a dredge until the area is lined and can be mined dry.
We understand that the liner can not be installed until approval of
the liner is received from the Division of Minerals and Geology.
Once the area west of the Plant Site is complete mining will
begin on the north end of Sharkeys Lake and work to the south
towards the Plant Site. This way we do not have to deal with
hauling the mined material around the lake being created as mining
progresses. Eventually this area will be enclosed with a slurry
wall and all water will be pumped out. Exhibit C1-TR is a map
showing the Sharkeys Lake area as it will be mined.
TECHNICAL REVISION #3 - DISTURBANCE AREA INCREASE AND BOND REEVALUATION.
The approved plan called for having 35 acres ± in various
states of disturbance, (15=plant, 10=mining and 10=reclaimed not
revegetated). During the initial mine start-up we have found that
this is not enough room and we need approximately 65 acres ± of
disturbance. The attached bond reevaluation reflects this change
and Figure TR-1 shows the areas currently disturbed. Under this
revision the Plant Site is enlarged to 30.00 acres ± and includes
the current topsoil pile area. The terraced deposit in Highlands
Lake covers 11.00 acres ± and is partially reclaimed and 24.00
acres ± is active mining area which contains lake surface area that
needs no reclamation. All other disturbance numbers used are the
same as shown in the original bond reevaluation. With the excep-
tion of dewatering that can not take place due to permit re-
straints. This is accounted for in the increased cut/fill unit
volume values for the working face grading used in the estimate.
