c. Snowmass Coal agrees to furnish the County Environmental <br />~ llealth Department with copies ofbaseline water quality <br />information as noted in Section 3.4 (page 23) of the <br />Amended Permit App.l.ication. <br />8. Scenic Values - Snowmass Coal shall, to the extent practicable <br />h~rrnonizc rations with scenic values through such measures <br />as the design and locations of operating facilities, including <br />roads and other means of access, vegetative screening of <br />operations, and construction of structures and improvements <br />which blend with the landscape, <br />9. Bureau of Land Management - Snowmass Coal agrees to cooperate <br />with the Bureau of Land hlanagement plans and programs for the <br />establishment of the proposed Thompson Creek Natural Environmental <br />area. <br />_10. Surface Subsidence - Snowmass Coal has previously submitted a <br />subsidence report which has been approved by the Colorado <br />Geological Survey. Snowmass Coal agrees to furnish the County <br />Commissioners with any future amendments or updates to that report. <br />11. Trash Removal - Snowmass Coal will continue to show diligence. in <br />removal of trash, litter, structural debris or other non-naturally <br />occurring materials from the North Thompson Creek streambed, such <br />diligence to be demonstrated at yearly site inspections as noted <br />above. <br />12. Energy Conservation - Snowmass Coal will develop and report to <br />the Commissioners on a yearly hasis the progress of a program to <br />conserve et+eryy in the course of operations. .This .clause is <br />included on the understanding that anticipated expansion of <br />Snowmass Coal's operation will squire a short-term increase in <br />energy consumption. .'Phe goal of this clause iG to encourage the <br />establishment of energy-saving goals and the initiation of <br />innovative programs to meet such goals. . <br />13. Schools and housing - Snowmass Coal agrees to furnish the Board <br />with information detailing increases in mine employee numbers as <br />they occur on a yearly basis including a brief analysis of those <br />employee's impacts on County services. <br />19, Utilities - The County Engineer has expressed concern over the <br />source, size and imnli.cations of the utility needs. of the <br />expanded mine and loadout operation. Snowmass Coal agrees as <br />a requirement of this permit to furnish the Board with <br />inforrr.ation outlining tl',e greatest projected extent of their <br />utility needs, the source cf those utilities, and the foreseeable <br />s~condar}~ effects cf those utilities on the surrounding environment <br />through the enlargement or construction of power lanes and related <br />facilities. <br />15. Tax and lSanagemcnt ~ Snowmass Coal agrees under the germs of this <br />.permit to submit revised projections of minimum tax revenues <br />expected given the er.isting mill levy, manner of assessment and <br />projected increases in coal production. <br />16. Doq Control - Dogs will be permitted on the ]ands only if under <br />the leash control of the owner, so as to minimize possible <br />negative wildlife impacts. <br />17. Roads and Transportation - <br />a. Snowmass Foal agrees to limit speeds of company vehicles <br />co 90 miles per hour on the Pit}:in County A7incsitc access <br />road and to take reasonable steps to help assure that <br />employees do not exceed that limit on that road. <br />b. Snowmass Coal agrees to encourage car pooling and to continue <br />investigations into van-pooling or bussing as noted under <br />'_tem No. 5 above.
