Long <br />Division Director <br />yor~C"oal Storage Bench Facility Upgrades <br />(Permit No: C-96-083) <br />I have reviewed TR-06, submitted by Bowie Resources, Limited for facilities improvements at its <br />Bowie No. 2 Mine. The proposed facility upgrades include the installation of a conveyor from <br />the mine bench to a newly constructed 350,000 ton capacity coal storage pad with reclaim and <br />truck loading bin adjacent to Old State Highway 133. To accommodate this storage bench, BRL <br />proposes to relocate Pond B down slope of Old State Highway 133. <br />No geotechnical information has been provided by BRL within the TR-O6 application. <br />Excavations will be completed in three specific locations which will steepen existing slopes. <br />BRL should complete appropriate slope stability analyses of both the proposed operational and <br />reclaimed configurations at these three locations. <br />(1) Downhill Conveyor Transfer Station <br />BRL proposes to construct a conveyor transfer station immediately uphill from the existing haul <br />road at an elevation of approximately 6730' amsl. In order to accommodate the stanchion for the <br />transfer structure, BRL proposes to excavate a bench into the slope immediately up slope from <br />the haul road. This will create a steepened pocket-shaped 30' to 40' high cut slope. BRL should <br />provide a stability analysis of this cut slope to demonstrate that it will be stable during operation <br />and following reclamation. I suspect that the material strength information required to complete <br />this specific analysis has been derived earlier in the permitting process at the Bowie No. 2 Mine. <br />(2) Coal Stockpile Pad <br />BRL proposes [o create a planar coal stockpile pad to accommodate 350,000 tons of coal storage <br />in3media[ely above Old State Highway 133. This excavation will result in the creation of an <br />approximately 500 foot long, pie-wedge shaped, steepened cut slope from 0' to 50' in height. <br />This cut slope is immediately above [he proposed storage pad and immediately below [he haul <br />road. BRL should provide a stability analysis of this cut slope to demonstrate that it will be <br />
