The road is required to <br />provide right-of-way for a powerline and access to a mill <br />water. barge pump to be constructed in the northwest section <br />of the Tailing Deposition Area in the summer of 1980. <br />Additionally, materials necessary for tailing-line operation <br />and maintenance are stored near the boundary in this area. <br />We have extended the boundary in the area to accommodate the <br />possibility of future storage area needs. <br />Presently, access around the end of the dam is possible <br />because tailing deposition has not occurred in this area. <br />However, when deposition of the tailing dam continues, this <br />road would be inundated by tailing. To provide permanent <br />access around this section of the Tailing Deposition Area, we <br />wish to locate this road outside the area where tailing will <br />be deposited and this means outside the present affected land <br />boundary. <br />The extent of the disturbed area including the road, <br />powerline right-of-way, and a buffer zone would be approxi- <br />mately 50 acres. We propose the same numer of acres from <br />Area 21 - Topsoil Stockpiles/Roads (see map) which is <br />undisturbed, will be withdrawn and exchanged for the proposed <br />disturbance around the northwest end of the tailing dam. <br />There should be no requirement for additional bonding as 50 <br />acres of Area HW-21 proposed for. exchange are bonded and will <br />more than cover the extended disturbance to Area HW-9. <br />
