The road is required to provide right-of-way for a powerline and access to a mill water. barge pump to be constructed in the northwest section of the Tailing Deposition Area in the summer of 1980. Additionally, materials necessary for tailing-line operation and maintenance are stored near the boundary in this area. We have extended the boundary in the area to accommodate the possibility of future storage area needs. Presently, access around the end of the dam is possible because tailing deposition has not occurred in this area. However, when deposition of the tailing dam continues, this road would be inundated by tailing. To provide permanent access around this section of the Tailing Deposition Area, we wish to locate this road outside the area where tailing will be deposited and this means outside the present affected land boundary. The extent of the disturbed area including the road, powerline right-of-way, and a buffer zone would be approxi- mately 50 acres. We propose the same numer of acres from Area 21 - Topsoil Stockpiles/Roads (see map) which is undisturbed, will be withdrawn and exchanged for the proposed disturbance around the northwest end of the tailing dam. There should be no requirement for additional bonding as 50 acres of Area HW-21 proposed for. exchange are bonded and will more than cover the extended disturbance to Area HW-9.
