• ! <br />EXHIBIT "E" <br />AMENDED RECLAMATION PLAN <br />When mining is completed in the existing pond excavation and <br />begins in the new area west of the current excavation area, <br />then reclamation can begin on this mined area. Pond slopes <br />will be established and disturbed surface areas will be <br />aeeded with grass. No replacement trees will be planted due <br />to water and well problems, as well as compact administration <br />litigation along the Arkansas River. Trees and <br />phreatophytes will be kept to a minimum to reduce transpira- <br />tion losses. Access to the area of the pond will be <br />restricted to allow for more rapid grass regeneration. <br />The pit area will be reclaimed as wildlife habitat. The area <br />will ultimately be left as a series of ponds. The slopes of <br />the ponds will be 2H:SV from the bottom of the pond to the 5" <br />water depth. The remainder of the slopes above thie will be <br />3H:SV or flatter to the ground surface. Suitable topsoil <br />will be placed on the exposed slopes and adSacent disturbed <br />area. Fertilizer will not be used on the slopes or other ar- <br />eas that drain directly into the ponds. As explained above, <br />no replacement trees will be planted in spite of the sugges- <br />tion of the Division of Wildlife. The slopes and disturbed <br />areas will be seeded as recommended by the SCS. <br />Roads into the pond area will remain after mining operations, <br />although they will be reduced in size from those required for <br />mining operations. Permanent roads will be no wider than 20 <br />feet. it is hoped that the ponds can be stocked with fish <br />during the mining operations. Since ultimate use of the area <br />will be wildlife habitat, we hope to work with the SCS to de- <br />velop a seed mixture that will provide a food source for the <br />wildlife species that are present in the area. This includes <br />numerous birds, deer and small mammals. The applicant has <br />maintained and will continue to maintain a ban on any hunting <br />on the property. <br />Topsoil in the disturbed areas will be removed and stock- <br />piled. Topsoil stockpiles will be seeded with crested <br />wheatgrass to maintain their viability and stabilize the <br />piles. The pit area is now fenced and will remain fenced. <br />It is anticipated that mining of the present pond excavation <br />and removal of stockpiles will be completed by 1998. Recla- <br />mation of at least a portion of the east side of the area can <br />begin during 1996. Slope work on portions of the pond near <br />the river and on the east side of the pond has already begun. <br />
