Rationale for Recommendation for Approval, Over Objections
Hard Rock Paving and Redi-Nlix, Inc. 110 - 112 Permit Conversion Application,
Buena Vista Pit, Permit No. NI-77-196
November 23, 1999
Introduction
This document is intended to provide a basis for the Division of Minerals and Geology's
recommendation for approval of the Buena Vista Pit Conversion Application over vazious individual's
reasons for objection.
Hazd Rock Paving and Redi-Mix, Inc.'s application was found complete and considered filed with the
Division on June 22, 1999. The application proposes to increase the site of their presently permitted
sand and gravel mining operation from 9.5 acres to 23.81 acres and change the permit type from
Limited Impact (110 permit) [o Regular (112 permit). The site is located about 1 mile north of Buena
Vista, Colorado, east of Highway 24 and west of the Union Pacific Rail Road tracks. Crushing and
screening of the gravel resource will take place on the pit floor. No asphalt or concrete hatching
operations aze included with this conversion application. The depth of mining is expected to be 20-50
feet.
Hazd Rock Paving and Redi Mix, Inc. owns the surface of the land to be affected by this operation as
well as the subsurface (mineral) rights and as such has legal right-of-entry to conduct the proposed
mining and reclamation activities.
I.Objections:
The Division received objections from the following individuals during two required public comment
periods.
Objector Status Dated Received
Kenneth and Beverly Goggins (parties) 8/11/99 8/12/99
John and Muriel Lynch (withdrew party status) 8/1 I/99 8/12/99
Glen and Kathleen Mussetter (parties) None 8/11199
Curtis and Wrae Maupin (parties) 8/11/99 8/12/99
John Koehler (party) 8/11/99 8!12(94
Eugene and Mazlene Winnen (parties) 8/11/99 8/12/99
Frank and Barbra Hofineister (withdrew party status) 8/10/99 8/13/99
-1-
