We do no have reason to <br />believe that heavy metals will be concentrated in the ine waters, since <br />this situation is not typical of placer mine waste wat r in alluvial <br />deposits of the area. The Mined Land Reclamation Division does not <br />believe that toxicity due to heavy metals is a concernlin reoards to the <br />soil or the water. <br />Reclamation should be required for the total area used~or disturbed by <br />this operation including all roads, ponds, buildings a d storage sites, <br />parking lots, borrow areas and spoil sites. <br />The Mined Land Reclamation Board Minerals Rules and Re ulations requires <br />that all disturbed or redisturbed portions of the mine be reclaimed. <br />However the regulations do not require revegetation on the pre viousiy <br />disturbed lands where it is composed of sand or gravel to such an extent <br />that it would seriously inhibit pant growth. The Min d Land Reclamation <br />Division is requiring that the previously mined areas e regraded if they <br />are re-mined and R.R.I. has indicated that they will v luntarily <br />broadcast a grass seed mix in these areas. Tnese acti ities will return <br />the land to a more stable condition than exists at pre ent. The areas of <br />the mine that are undisturbed but will be affected are planned by the <br />operator for full reclamation treatment. <br />Fugitive dust may be a problem anc should be addressed, <br />Reclamation Resources, Inc. has a permit from the Col rado State <br />Department of Health, Air Quality Control Division. he PtLRD has <br />notified the Health Department of the amendment appli ation. The amenoed <br />mining plan uses more water for processing than the a proved permit and <br />dust may be less of a problem. <br />5. Topsoil t6 cover all <br />disturbed areas to a minimum depth of 6 inches should be salvaoed or <br />brouoht in for reclamation. <br />Reclamation Resources, ]nc. has committed to replace topsoil at depths o` <br />4-12 inches. The Division has asked for topsoil spr aline to averaoe 6 <br />inches in the grassed arezs and 12-18 inches in the orested areas. 7ne <br />Mined Land Reclamation Division cannot reouire an op~rator to import soil <br />to reclaim previously disturbed areas. <br />
