Mr. Bruce Goforth
Z
3
4
The sediment pond may
problems due to high
lined?

- 3 - I April
create same water quality problem or soil
concentration of heavy metals. SnPuld the
18, 1990
toxicity
pond be
The Mined Land Reclamation Division does not believe th t F..P,.I. should
be required to line the recirculation ponds. We do no have reason to
believe that heavy metals will be concentrated in the ine waters, since
this situation is not typical of placer mine waste wat r in alluvial
deposits of the area. The Mined Land Reclamation Division does not
believe that toxicity due to heavy metals is a concernlin reoards to the
soil or the water.
Reclamation should be required for the total area used~or disturbed by
this operation including all roads, ponds, buildings a d storage sites,
parking lots, borrow areas and spoil sites.
The Mined Land Reclamation Board Minerals Rules and Re ulations requires
that all disturbed or redisturbed portions of the mine be reclaimed.
However the regulations do not require revegetation on the pre viousiy
disturbed lands where it is composed of sand or gravel to such an extent
that it would seriously inhibit pant growth. The Min d Land Reclamation
Division is requiring that the previously mined areas e regraded if they
are re-mined and R.R.I. has indicated that they will v luntarily
broadcast a grass seed mix in these areas. Tnese acti ities will return
the land to a more stable condition than exists at pre ent. The areas of
the mine that are undisturbed but will be affected are planned by the
operator for full reclamation treatment.
Fugitive dust may be a problem anc should be addressed,
Reclamation Resources, Inc. has a permit from the Col rado State
Department of Health, Air Quality Control Division. he PtLRD has
notified the Health Department of the amendment appli ation. The amenoed
mining plan uses more water for processing than the a proved permit and
dust may be less of a problem.
5. Material swell resulting from replacement fill shouldlbe contoured not to
exceed 3:1 slopes in steepness. `f
Reclamation Resources, Inc. intends to commit to grad~no all mined
portions of the permit area to aerttle southeastern si pes not to exceed
b
~F. ~
6. It appears on site topsoil will be scarce. Topsoil t6 cover all
disturbed areas to a minimum depth of 6 inches should be salvaoed or
brouoht in for reclamation.
Reclamation Resources, ]nc. has committed to replace topsoil at depths o`
4-12 inches. The Division has asked for topsoil spr aline to averaoe 6
inches in the grassed arezs and 12-18 inches in the orested areas. 7ne
Mined Land Reclamation Division cannot reouire an op~rator to import soil
to reclaim previously disturbed areas.
