2. Colowyo's TR-50 map depicts the locations of only 69 sites. Colowyo left off
undrilled sites UL-95-46 and UL-95-47, listed as sites 39 and 40 in TR-50 Table
1.
3. Sites 1-17 in Table 1 were approved via MR-12. A review of MR-12 indicates
that these 17 sites were to be situated outside of, or beyond, Colowyo's five-year
mine plan azea. MR-12, however, approved 8 additional sites, all of which were
located inside the five-year mine plan area, at least two of which were reclaimed.
These eight sites should be included in TR-50's Table 1 and the site location map,
so that they too can be accounted for, transferred to the NOI, and released.
Total number of boreholes sites approved by MR-12 was 25. Total number of
borehole sites to be transferred to Colowyo's NOI via TR-50 would now be 79
(71 + 8 = 79); however, there are still more holes to add to the TR (discussed in
Items 4 and 5 below).
4. Three coal exploration drill sites within the mine permit area were approved via
MR-34 (Colowyo called the activity "in-pit coal quality" drilling). These three
drill sites (IP#1, IP#2, and IP#3) were approved with two boreholes per site.
These drill sites were bonded in the total amount of $2643.00. These drill sites
are not currently included in TR-50, but should be. Colowyo should amend TR-
50 to add these sites [o Table 1 and the borehole drill site map, and request that
the sites also be transferred to Colowyo's NOI. This would bring the total
number of sites up from 79 (Item 3 above) to 82.
MR-31 indicates that UL-95-40 and UL-95-45 were drill sites originally permitted
as coal exploration sites, rather than as water monitoring wells. MR-35 indicates
[hat UL-95-40A and UL-95-45A were approved as water monitoring wells, but
situated at the same drill sites as UL-95-40 and UL-95-45. Copies of DWR well
permits submitted by Colowyo indicate that permits have been issued for
boreholes UL-95-40 and UL-95-45, rather than for boreholes UL-95-40A and
UL-95-45A. DMG should ask Colowyo to address this apparent discrepancy.
6. Borehole drilling sites 59-70 were approved via MR-44. All 12 of these sites
were [o be coal exploration borehole sites, with two holes (a pilot hole and a core
hole) per drill site. Of the 12 sites, six would be situated within pit areas, and six
would be outside ofpreviously-existing disturbances. The Division bonded For
reclaiming only the six borehole drilling sites not within previously-existing
disturbances, and required a bond of $14,091.
Language in the MR-44 application indicates that Colowyo informed DMG of
some additional drilling sites, indicating that these sites would also be within
existing disturbances. The number and locations of these drill sites were no[
specified, however, and the sites were not specifically bonded. Colowyo should
add these additional sites to Table 1, identify the locations of these sites on the
site map, indicate in the TR-50 application text whether these sites were drilled or
