III IIIIIIIIIIIIIIII <br />999 <br />Colowyo TR-50 Issues <br />TR-50 background <br />TR-50 seeks to transfer a number of borehole drilling sites approved to be constructed <br />within the Colowyo Mine permit area to Colowyo NOI X-95-105-05. Colowyo has <br />additionally submitted an application to Jim Burnell to amend this NOI to add these <br />borehole drilling sites to the NOI. Colowyo has also submitted to Jim Burnell a request <br />for a full bond release for this same NOI, to release all the borehole drilling sites <br />associated with the NOI, including the ones transferred to the NOI via TR-50. <br />TR-50 has requested transfer of 70 borehole drilling sites to the NOI. There are, <br />however, actually more than 70 sites, as explained below. Colowyo listed these sites in <br />Table 1 of TR-50. Colowyo also submitted a map depicting the locations of these drilling <br />sites. <br />The borehole drilling sites that are the subject of TR-50 are composed of sites where: <br />(]) boreholes were never drilled; <br />(2) boreholes were drilled, left unreclaimed, and mined through; <br />(3) boreholes were drilled, reclaimed, and mined through; <br />(4) boreholes were drilled and reclaimed; <br />(5) boreholes were drilled and covered over by an excess spoil fill; and <br />(6) boreholes were drilled and completed as water monitoring wells for gathering <br />data in conjunction with a future mine expansion. <br />Some of these borehole drilling sites were situated within mine pits or other previously <br />disturbed areas, while other sites were not. <br />Some sites were approved to have two boreholes per site. One of the two holes was a <br />"pilot" hole, and the other a "core" hole. <br />Some of the borehole drilling sites were bonded, and some were not. Some, but not all, <br />of the two hole sites were bonded for the reclamation of both holes. <br />PermittingBonding History of Exploration MRs <br />The Colowyo Mine permit contains language that allows the permittee to construct 13 <br />borehole drilling sites in advance of mining. Colowyo had posted an individual $8800 <br />mine bond, separate from [he overall mine bond, to cover the cost of reclaiming these 13 <br />sites. <br />MR-12 approved 25 coal exploration drilling sites. Seventeen of these were beyond the <br />mine's five-year mine plan area, while the remaining eight were within the five-year area. <br />
