<br />Banks and Gesso, LLC <br />off-site, and excavated shale material will be utilized for slope backfill as much as <br />possible, to maximize the storage capacity of the water reservoirs. <br />The existing processing plant will be removed and re-located to the north during <br />the later stages of Phase 2, to mine and process the material at the north end of <br />the Central Reservoir. <br />Phase 3 <br />Final reclamation operations for Phase 3 will consist of backfilling the remaining <br />slopes of the Central Reservoir, removal of the processing plant, de-watering and <br />slope backfill for the North Lake, and other reclamation activities described in the <br />Reclamation Plan. <br />Jurisdictional Wetlands and Potential Critical Habitat <br />A preliminary investigation was performed by Savage and Savage (see Appendix <br />1) for wetlands and potential critical habitat. Several jurisdictional wetlands <br />(JW001, JW004 and JW006 as labeled in the report and Figure C-2) were <br />identified, and these areas will not be disturbed by mining activities. Much of <br />areas JW004 and JW006, and all of JW 007 are outside the permit boundary, <br />and will be excluded from disturbance by the mining limits proposed.
