Scytoslxr 2000 Kerr Cm! t-or~mry Phae I/II Pmtia( Bod RdeaeAppli~imr ~ Pge 1 <br />1.0 INTRODUCTION <br />The State of Colorado, through the Colorado Department of Natural Resources (DNR), currently <br />holds a reclamation bond in the amount of $1,817,911 as surety (or final reclamation of mining <br />dtsturbance azeas associated with Kerr Coal Compan}~s (Kerr) Marr Mme neaz Walden, Colorado. <br />With this application, Kerr is requesting a Phase I partial bond release for the Kerr loadout Area and <br />a Phase II partial bond release for the 720 Pit and Pit 1 areas of the Marc Mme Area coasistent with <br />applicable provisions of Rules 3.03.1(2)(a) and (b). <br />1.1 OPERATOR INFORMATION <br />Kerr Coal Company is the permittee of record for the Marr Mute and associated loadout and the <br />applicant tinder this partial bond release application. Box 487 <br />Walden, Colorado 80480 <br />1.2 PERMIT INFORMATION <br />The Matr Mme h an inactive surface coal mine that is currently in the reclamation phase. The <br />associated loadout facility is ako inactive and was reclaimed doting 1999. The mine and loadout are <br />permitted under an approved Mining and Reclamation Pemtit (Permit No. G80-006) with the <br />Colorado Division of Minerak & Geology (DMG). The permit was originally approved and issued on <br />March 20, 1981 and was subsequently renewed on July 22, 1986, December 9, 1992, and May 15, <br />1996. <br />1.3 RECLAMATION HISTORY AND STATUS <br />Surface coal mining operations began in 1974 and continued through January 1993, when the mine <br />shut-down and mining operations ceased due to adverse market conditions and the loss of the only <br />rail transportation link serving the North Pazk area. Doting the mines attive life, coal recovery <br />occurred in three mine areas; the Man Pit, the 720 Pit, and the Pit 1 Area. <br />Muting war completed in the Marr Pit, and the majority of the Man Pit mining disturbance was <br />backfilled and reclaimed doting the period 1979 through 1983. The 720 Pit, located immediately to <br />the south of and adjacent to the Marc Pit, was developed from the Matr Pit and the intermediate <br />developm2nt area was backfilled and reclaited in 1985-1986. <br />Prior to cessation of active mining operations, approximately 3.2 million cubic yards of overburden <br />material were recovered from the existing overbunden stockpile and backfilled in the north end of the <br />720 Pit and approximately 810,000 cubic yards of production overburden were direct hauled and <br />placed as backfill in Pit 1.
