submittal of the information prior to undermining of the transmission <br />line. <br />Additional Issues <br />118. Our understanding is that the operator has no additional comments <br />regarding the Division's amended reclamation cost estimate. Therefore, <br />the revised cost amount total is $3,686,978.00, which includes a cost of <br />$800,871.00 associated with CRDA #3 (to be submitted prior to initiation <br />of CRDA #3 construction, pursuant to Stipulation No. 7 of the approved <br />permit). The amended reclamation cost not including CRDA #3 is $2,886, <br />107.00, which exceeds the current bond amount held by $286,107.00. <br />Additional bond in the amount of $286,107.00 needs to be submitted to <br />cover the remaining liability, prior to revision approval. <br />119. A question which the Division had raised in association with the <br />reclamation cost estimate regarding the accuracy of material volume <br />estimates at the Roadside South Portal was adequately addressed by the <br />operator in a submittal of April 9, 1997. The information in that <br />submittal demonstrates that cuts and fills at the South Portal Mine will <br />balance when the site is reclaimed, and no additional information is <br />required with respect to this issue. <br />120. Page 13-i1 was revised, but was relabeled as page 12-11. The page <br />should be relabeled as 13-11. <br />121. Pages 13-1-68 and 13-1-84 were omitted in the recent submittal. <br />Please submit these pages to the Division. <br />122. On Exhibit 8B there is a ditch that leads from the Transformer <br />Subsite to an 18" culvert. It is not clear how the drainage from <br />that point make it into Pond 5, and this should be addressed. <br />123. In reviewing documentation we have on file pertaining to refuse area <br />inspections/certifications, we have noted that we are missing <br />compaction test reports for the fourth quarter 1996, and first <br />quarter 1997, for CRDA #1. Also, we could not locate a copy of the <br />CRDA #1 underdrain certification, and underdrain photographs as <br />required by Rule 4.09.1(11)(c). We are requesting that you submit <br />the referenced compaction test reports, and if you have the <br />underdrain documentation on file, we would request that you provide <br />copies for our records. <br />124. The operation plan narrative and Mine Plan Map (Exhibit 5) should be <br />updated to reflect the current status of operations and future <br />operational plans as affected by the suspension of mining in the <br />South Portals area earlier this year. <br />
