-~-

8. Please be informed that you may need water rights to compensate for
evaporative losses from sedimentation ponds. Contact the State
Engineer's Office for details.
9. You may need P1PDE5 permits from the Colorado Department of Health -
Water Quality Division if sediment pond discharge is planned.
10. Please state the maximum slope of the advancing highwall in the new
mining area.
11. Will all topsoil encountered on the ridgetop be salvaged?
Exhibit E - Reclamation Plan
1. In general, we do not consider leaving stockpiles of minus 3/8 inch
material with 2h:ly sideslopes and flat tops to be acceptable as
adequate grading for final reclamation. This material should be used as
amended growth medium on benches or floors of the old quarry area if it
is suitable as a plant growth medium. Alternatively, the fines could be
used as backfill against portions of tfie highwall for wildlife access in
the old quarry area.
In the new quarry area leftover fines could be graded to match the final
reclamation contours.
2. The present reclamation plan for the old Quarry area states that 2h:ly
or less slopes will be established prior to revegetation. In the nets
plans it is unclear what the operator is proposing for final sloping.
Please provide us with a typical cross section of the proposed quarry
slope with benching and fill dimensions and intermediate and overall
maximum slopes. Also, will the old quarry area he irregularly benched
and contoured such that wildlife can access and utilize the benches and
slopes?
3. Several things were discussed at the pre-mining inspection. Please
inform us whether you will incorporate the following suggestions in the
reclamation plan:
a. Shrub and small tree islands transplanted onto recontoured areas of
the mine area. Please state approximately how large and how many of
these islands could be placed.
b. The use of sewage sludge as a fertilizer material. Please state
whether this will be considered and how the rate of application
would be determined.
c. The use of two different seed mixtures for the road and sediment
pond areas versus the ridgetop areas. Two seed mixtures have been
proposed by the Bureau of Land Planagement. till the operator use
these proposed seed mixtures?
