~._,. -- <br /> <br />2.05.3(3)(c) <br />A light-use road was constructed for use during construction of Substation <br />Number 3. The road is shown on Map 5-091. The road was approximately 120 feet long and 10 <br />feet wide. The grade of the road was virtually flat. No cut or fill slopes were required to <br />construct the road. Vegetation was only cleared as necessary for the road construction. Topsoil <br />was not stripped from the road. No surfacing was placed on the "Light Use" road. After the <br />substation was constructed and operational, the "Light Use" road was reclaimed. The drainage <br />ditches along old State Highway 133 were re-established as necessary. The road bed was <br />scarified and revegetated in accordance with the vegetation plan contained in Appendix H. <br />During the approval process for the Substation Number 3, a highway access permit <br />was required by the Colorado Department of Transportation. A "Light Use" road with a gravel <br />surface and 18 inch culvert across the drainage ditch along old State I-ighway 133 was <br />constructed adjacent to the west side of the substation, in accordance with the highway access <br />permit. <br />A portion of old State Highway 133 east of the Sanborn Creek Mine portals was <br />abandoned by the Colorado Department of Transportation during the relocation of the railroad <br />right of way. The abandoned portion, from the end of state highway maintenance to the Sanborn <br />Creek Mine portals, is classified as a "Light Use" road by the operator to allow travel to the mine <br />when a train is blocking the main mine entrance at Somerset. A safety berm will be maintained <br />along the elevated portion of this "Light Use" road. It is the operator's understanding that the <br />State of Colorado has this right of way through a prescriptive easement and is therefore <br />responsible for the old highway section. The section of gravel "Light Use" road from the old <br />highway right of way west to the Sanborn Creek Mine portals will be reclaimed by the operator. <br />MR-036 2.05 -13vii Rev.3:08-02-96 <br />
