NCEC - Technical Revision -1- June 13, 1988 <br />• 1.0 INTRODUCTION <br />The New Castle Energy Company (NCEC) has undergone numerous internal changes <br />since first receiving permit approval in February, 1985. The plan, as <br />submitted at that time, included above ground disposal of coal wastes, <br />load-out facilities, and in general a much larger project at start-up than is <br />now envisioned. During this transition period, the surface water and ground <br />monitoring system was maintained by various NCEC personnel. However, because <br />of both equipment failure and inclement weather, some data was missed during <br />this time period (specifically, 1987). <br />Now that NCEC is again ready to pursue mine development, on a somewhat smaller <br />scale, the monitoring system is to be re-established. NCEC submits this <br />technical revision with the intention of scaling down the monitoring system in <br />response to its scaled-down mine plan. It is hoped that this technical <br />revision will also satisfy the required abatement to the Notice of Violation <br />(NOV C-88-27) received on May 23, 1988. <br />2.0 PRESENT PERMIT MONITORING REQUIREMENTS <br />• NCEC is required to monitor several groundwater sites and one surface water <br />site, as listed below: <br />Groundwater Surface Water <br />SK-3.75 <br />SK-3H (three <br />OW-3L <br />OW-4L <br />OW-7 <br />OW-8 <br />completions) <br />CR-2 <br />Before and after tunnel development, NCEC is required to monitor these sites <br />quarterly for field parameters (as listed) and annually for chemical <br />parameters listed below: <br />Field Parameters Chemical Parameters <br />Water Level Flouride <br />pH Chloride <br />Conductivity Calcium <br />Water Temperature Magnesium <br />Sodium <br />• New Castle Energy Corporation <br />
