be gaded to 3:1 around the perimeter of the pond. The pond will be divided into at least two
cells in order to facilitate settling and recirculation of the water. The cell divider/s will be
constructed of insitu materials. The slopes of the cells will be graded to 2:1.
The pond will be lined with an impervious soil. It is believed that the white colored sub-soil
that is on site will be ideal for this purpose. We propose to use a 6 inch to 12 inch lens of the
soil.
The pond will be filled in a controlled manner from the well. No overflow structure will be
required since the pond will not be allowed to be overfilled.
The intention of the operator, and property owner is to leave this pond in place after
completion of mining activities to be used as a stock pond. The interior cell divider/s will be
removed, leaving a pond with slopes no steeper that 3:1.
~1A,2. What will be the slope of the working face of the gravel deposit?
As the working face of the gravel deposit may vary from 25 feet high to 50 feet high, caution
must be exercised to control the hazazd that could be created by the height and slope of the
face.
During active mining operations, that is to say when a crusher plant is on site and actively
processing the gravel, the face will be maintained in a safe manner to protect the people and
equipment on site at the time by pushing compact materials from the top to the bottom, using
a dozer or similar piece of machinery. This will occur when the slope approaches vertical or
exceeds a 1:1 slope.
During periods of inactivity, when the crusher plant is not present or inactive for a prolonged
period of time, the working face will be stabilized to a slope of 1:1 and will be maintained at
that for the duration of inactivity. The outside perimeter of the mined area will be mined to a
~-- 3:1 slope.
~ ' ,~3. Address the issue regarding topsoil.
~~' f'c'
L ~ .t ~ ,The original application submittal stated on the Mining Plan Map that there is 2 feet to 5 feet
i,::.°oftopsoil present at the site. The Mining Plan narrative stated that there is 2 feet to 5 feet of
- soil overlaying the gravel deposit, without making a distinction between topsoil and sub-soil.
~~
_ ,A ~~ - ~fA~recent stuo~'1has revealed that there is actually an average of 1.16 feet (14 inches) of t~soil
,,~ ` '` -y b~ ~~ on e~that is the subject of the proposed amendment. This figure was arrived at by field
` ;`~~~ testing the azea with a series of 37 potholes and then averaging the depth of the topsoil found
•~ ~ ~ ~~ d at each hole. The depth ofthe individual holes ranged from .6 foot to 2.0 feet, with the greater
r,~ ~ 0 ~ majority measuring around 1.2 feet.
