90 = 2800 LBS/BCY. To arrive at the LCY density, take 2800 LBS/BCY divided by 1.35 = 2075
LBS/LCY. All tables and calculations are based on these densities. •
Revegetation
After the topsoil has been replaced from stockpiles, the seedbed must be prepared prior to seeding.
This is accomplished by ripping and disking the seedbed. Seeding is principally accomplished using a
Rangeland
drill. It was assumed that 10 percent of the area would have to be mulched. Shrub and trees are also
planted in designated areas in the reclamation and reflected in the costs as shown here. All costs,
including fencing, are shown on appropriate worksheets. Areas to be revegetated are shown on the
worksheets. A revegetation failure rate of 10 percent was included for drill and broadcast seeded areas,
a 50 percent failure rate for shrub seeding areas, and an 85 percent failure rate for shrub/tree planting
areas.
It was assumed that all reclamation would be complete up to the fourth spoil pile. It was also assumed
that revegetation activities would be conducted from disturbance border to disturbance border. This
would include areas that have only been brushed.
Facility Reclamation •
The following facilities, buildings, structures, and miscellaneous support items would have to be
demolished, disposed, and the area reclaimed if mining operations were to cease in the year 2005. The
following discusses the reclamation of these structures. The attached worksheets and tables show the
pertinent volume and area calculations.
Structure Demolition. This estimate assumes that all structures within the Seneca II-W Mine area would
have to be demolished and materials disposed. It also assumes that no salvage value be attached to
any of the structures. Volume determinations were made from existing maps and/or field measured.
The cost per cubic foot includes disposal. Most costs, except where noted, were based on a mixture of
construction materials. All material is hauled to an open pit. All information regarding structure
volumes and costs can be found on appropriate worksheets.
Powerlines. Powerline demolition was based on information published in Means. Powerline lengths
were taken from Exhibits 12-2 and 12-3 and field surveys where needed. Total length of line that
traverses the permit area is 18,200 feet. An additional 5200 feet of line from the edge of the permit
area to the main Powerline will also be removed.
Facility Areas. After the buildings are demolished and disposed, the site is reclaimed. -The top one foot •
of gravel/scoria surfacing on the parking/storage areas will be ripped with a dozer and then picked up
and hauled to the pit area where it will be topsoiled and seeded. Concrete foundation areas will be
PR-05 4 Revised 05/05
