CO 80222-1530 <br />COLORADO DISCHARGE PERMIT STORMWATER CERTIFICATION COG-500912, <br />THE AGGREGATE SOURCE, INC., FREMONT COUNTY <br />Dear Ms. Dolan, <br />Please be advised that Tezak Heavy Equipment Co., Inc., the owner of THE AGGREGATE <br />SOURCE, INC., and holder of record of Mining Permit M-77-193 with The Colorado Mined <br />Land Reclamation Board, has filed for an amendment to Permit M-77-193 in order to increase <br />affected land acreage from 35 to 100 acres for the purposes of expanded mining area ;35 ac), <br />and construction of a stormwater management control system(30 ac), located immediately North <br />of the current mining area. The original Stormwater Discharge Permit COG-500912 includes a <br />stormwater flow path reflecting historic drainage in a Southernly direction towards Tunnel <br />Drive. Three sediment ponds are currently collecting stormflows for sediment control The <br />mine permit amendment as proposed will entail the construction of four additional sediment <br />ponds increasing the stormwater discharge holding capacity to approximately 20 acre feet (from <br />less than 2 ac-ft) and the diversion of stormwater outfalls to the North away from Tunnel Drive. <br />The new stormwater plan is designed to result in zero discharge to Tunnel Drive up to a 100 year <br />event. A map of the site showing existing routing of stotmflows and the proposed stormwater <br />plan are included in this coorespondence. The proposed stormwater management plan has been <br />designed and engineered to protect residents and city property from stormwater damal;e in the <br />event of major storm event by diverting stormflows from the watershed above and immediately <br />West of the mining area, and mining area stormflows into the series of elongate storm sediment <br />ponds connected by geotextiled and rip-rap lined spillways and ditches. A copy of all watershed <br />estimates of 10 year and 100 year storm event with total volume discharge and peak discharge <br />and the narrative of the Stormwater Management Plan as submitted to the Division of Minerals <br />and Geology in the Mining Permit Amendment Application pages 6-10 in also included in this <br />coorespondence. A complete copy of the engineered drawings of sediment control stnrctures is <br />available at your request. <br />The Division of Minerals and Geology has requested that The Division of Water Quality Control <br />review the Stormwater Management Plan and comment on need for a NPDES permit for this <br />operation (does not presently) based on stormwater total voltune projections for storm events <br />
