With respect to the scope of the specific proposed project area, a review of the above <br />documents indicate no resource conflicts necessitating extraordinary mitigation measures <br />other than spring nesting bird surveys. <br />Description of Site Construction, Operation and Reclamation Activities. <br />"Light Use" Access Roads <br />The project will be very similar to that which had previously taken place for borehole <br />sites installed for the now closed Sanborn Creek Mine and initial sites for the Elk Creek <br />Mine. <br />The sites will be accessed via the pre-existing Bear Creek ranch/powerline road or the <br />Hubbard Creek County road and further onto the upland ridges of these drainage basins. <br />The Bear Creek road currently has existing culverted crossings in place which will be <br />used for safe passage of equipment. The existing road alignments will not require <br />modification. Required road maintenance will generally include grading the road to <br />provide a smooth operating surface, clean-out and repair of any existing drainage <br />structures and application of temporary drainage control measures (berms, straw bales, <br />silt fences, gravel surfacing, etc.), as necessary. New light use road segments will be <br />constructed using sidecast construction techniques, field fitted as conditions require, <br />cutting and filling as needed to achieve a typical road width of approximately an average <br />of 12 feet. <br />New segments of exploration road will be required to access eight (8) of the proposed <br />project sites As shown on the attached Map 2.05-M1, Sheet 6 of 6, GENERAL <br />FACILITIES, GOBVENT BOREHOLES and the TABLE 1 -PROJECT SUMMARY <br />below, these new road segments range from approximately 50' to 870' in length for a <br />total estimated combined distance of 2,132' of new temporary road construction. <br />Existing segments of unclassified forest road will be utilized to access three (3) of the <br />proposed project sites. A total of approximately 4,400' of existing unclassified road will <br />be utilized to access these sites. <br />Five of the sites will be accessed by reopening 4,350' of former coal exploration road <br />(access to former sites ECM-03-011 and ECM-03-010) reclaimed in 2003 after <br />exploration operations were completed. <br />Drill Site Construction -The eleven(11) boreholes proposed in this program can be <br />summarized by the following TABLE 1 -PROJECT SUMMARY. <br />6 <br />
