INTRODUCTION <br />Rick Hunt ("Permit Holder") seeks a technical revision to the <br />existing permit for the Running Creek Sand and Gravel Pit a/k/a <br />Miller Gravel Pit and Mine, Permit No. M-82-112, pursuant to Rule <br />1.9.1 of the MLRB's Construction Material Rules and Regulations. <br />A technical revision is sought to increase the maximum <br />disturbance area to 20 acres and to permit reseeding with an <br />alfalfa-grass mix. <br />II. MINING PLAN REVISION <br />The current mining plan restricts the area of disturbance to a <br />maximum of 9.36 acres, at which point disturbed areas must be <br />reclaimed before additional disturbance can occur. This <br />technical revision increases the maximum area of disturbance to <br />20 acres at any one time (the gross permitted area of the mine is <br />62.5 acres more or less). The approximate use breakdown of the <br />20 acres is as follows: mining - 10.0 acres; plant site <br />(including equipment and construction material stockpiles) - 6.0 <br />acres; topsoil, overburden and fresh water pond - 3.0 acres; and <br />settling ponds - 1.0 acre. <br />A technical revision is necessary to: a) allow enough space to <br />properly reclaim disturbed areas with minimal disruption to <br />existing mining operations, and b) permit mining due east of the <br />plant site (see map, parcel "B" highlighted with diagonal lines) <br />which will also aid in determining the direction of future mining <br />operations at the Pit (see map, parcels "A" and "C" highlighted <br />solid). <br />The plant site (including construction material stockpiles and <br />equipment), settling and fresh water ponds, overburden and <br />topsoil stockpiles, and roads, all of which are necessary to <br />continue present mining operations, comprise most of the existing <br />disturbed area. Recognizing the infeasibility of relocating <br />stockpiles and equipment for reclamation purposes at this time, <br />the more practical solution is to enlarge the maximum allowable <br />disturbance area, then reclaim accessible areas of disturbance as <br />they become available. The plant site area shall be reclaimed <br />when mining activity warrants its relocation, probably to parcel <br />"B" after that parcel is completely mined. <br />Also, the present operator will need to mine parcel "B" before <br />deciding on the next parcel to disturb.
