We felt <br />that an expert opinion should address this. We deliv- <br />ered a copy of your. letter to the Delta County Soil Con- <br />servation Service for their recommendation, Paul Obert <br />had inspected the site late in Decemhr:.r of 1993 and did <br />not• fee]. it waA a significant issue, although he made an <br />additi,on:e] inspection March 24.
