James A. Kieer
November 22, 2000
Page 4 of 5 Pages
Item 11 Twelve of the thirteen wells located on the Well Locations map of 12-10-96 and discussed
under Item 1 of Colowyo letter of July 6, 2000 were permitted under the Regulations of the
Colorado Mined Land Reclamation Board for Coal Mining (Rules). Well W-95-15 was introduced
in Colowyo letter of July 6 but not found in NOIs or Permit C-81-019 revisions. (Possibly a typo
in the NOI; there is a W 95-14 and a W 95-16 in the NOI.) Please clarify the status of W-95-15.
Item 12 Although not directly related to this TR-50, please add a title for the Wilson Reservoir
and the Wilson Reservoir water intake to Map 10 to avoid a subsequent revision (an item of the
concurrent midterm review activity).
Item 13. Wells MW 95-01, MW 95-02, MJ 95-O1, Ml 95-02, MJ 95-03, UL 95-01, W 95-02,
W 95-1 1, W 95-15 appeaz on the Well Locations map but do not appear on Table 2 of the
concurrent NOI-X-95-109-5 amendment application. Approval of all but well W 95-15 (see Item
11) was validated in NOIs. In view of the guidance provided under Item 1 above, please
coordinate with Jim Burnell for, as appropriate, inclusion of these wells on Table 2 of your
NOI amendment application.
Item 14. Please add permitted but not drilled holes UL 95-46 and UL 95-47 to the Permit
Area 1989-1997 Drill Hole Information Map.
Item I5. Wells TC-1 and TC-3, the North and Upper Goodspring Creek Alluvial wells; the New
Upper Goodspring Creek Alluvial well (A-6 Updip Alluvial well); Gossazd # 1 Alluvial well; the
fill stability piezometer wells W6900S, W6900N, and W6700 (Streeter Fill), Section 16 Fill
Monitor Well (Section 16 Fill), and the West Pit Fill Monitor Well, and collapsed piezometers
wells remain under Permit C-81-019 and the associated bonds. Please submit, under this TR-50,
revised pages to the permit that identify these wells that are to remain as permitted and
bonded. The reclamation cost estimate in Permit C-81-019 includes $3,753 for reclamation of
water monitor wells (PAP, Page D-31, revised October 30, 1997). The Division proposes to
include a review of the adequacy of this reclamation cost estimate for such wells during the
current midterm review.
Again, I appreciate the comprehensive recapitulation of drill hole status accomplished by
Colowyo, and submittal of this TR-50 application. Please call me if you have any questions (303-
866-4941). Please submit an extension of a proposed decision date on TR-50 to provide adequate
time for your response to this letter and subsequent review and action by the Division.
Yours truly,
-,.~ ~ l~/,rG~
Byrpff Ci.
