lames A. Kilter
November 22, 2000
Page 3 of 5 Pages
notice, and indicate to the Division in writing whether Colowyo ever submitted a bond for
their reclamation.
Item 5 Availability of bond coverage for thirteen, and increased bond coverage for another 12.
exploration holes is discussed in documentation associated with MR 12, and reclamation cost
estimates for drill holes permitted under MRs 12. 27, 31, 34, 35 and 40 appear in the cost estimate
(Exhibit 13) of Permit Renewal 03. However no bond release documentation required by Rule
3.03 for these holes has been located. Your TR-50 application, along with the associated NOI
application, applies for bond release for those wells (current) listed on Table 1. As outlined above,
the Division proposes that bond release be documented for all exploration holes under your NOI
application associated with TR-50. Please add holes IP#1, IP#2 and IP#3 (MR 34) to the 89-97
Map and add them to Table 1 (mined through).
Item 6 Please add the "other holes" in the immediate pit areas [reference Colowyo letter of
May 7, 1997, Re: 1997 Drill Hole Exploration Within the Permit Area Request For Minor
Revision, MR-(44) Colowyo Coal Company L.P. (C-81-019)] to the 89-97 Map and to Table 1
(mined through).
Item 7 The Permit Area 1989-1997 Drill Hole Information Map includes a hole 89-10-6. Please
include this hole in Table 1. It has likely been mined through.
Item 8 Table 1, last revised 7-18-00 indicates that hole UL-95-40 was mined through. This may be
an error. If so, please correct Table 1.
Item 9 Please modify Section 2.02.2 (page 2.02-1), end the section "Sealing of Exploration
and Mine Holes" on page 2.05-59, modify page 4.07-1, and add to page 4.21-3 of the PAP a
statement (to the effect ofj that "Effective with Technical Revision 50, exploration holes
within the Permit boundary are transferred to NOI X-95-109-5, and are managed under
Coal Exploration procedures. See the appropriate Notice of Intent (NOI) for information on
these drilled holes. Wells drilled as an integral part of water monitoring plans identified in
the PAP (Permit C-81-019) and water supply wells (for mining purposes) are managed
under this permit C-81-019."
Item 10 Please address the apparent discrepancies regarding wells UL-95-40, UL-95-40A,
UL-95-45, and UL-95-45A in the PAP, Table 1, and the Well Locations map (12-10-96).
Holes UL-95-40 and UL-95-45 were permitted as coal exploration sites in MR 31. Additional
wells UL-95-40A and UL-95-45A were permitted to be drilled at the same sites in MR 35. Table 1
indicates that holes UL-95-40 and UL-95-45 were sealed, and that UL-95-40A and UL-95-45A are
licensed (Office of the State Engineer) as monitoring wells. However, holes UL 95-40 and UL 95-
45 (rather than UL 95-40A and UL 95-45A) appear on the Well Locations map, and the Engineer
licenses apply to wells UL-95-40 and UL-95-45 (rather than to UL 95-40A and UL 95-45A).
