5. DRMS requested that SCC address temporary erosion control measures to be <br />implemented during and on completion of construction to minimize <br />sedimentation and erosion until a stabilizing vegetation cover is established on the <br />slopes disturbed by road construction, pursuant to 4.03.2(3)(d)(ii) and (e)(ii). <br />SCC's response correctly pointed out that the currently approved reclamation plan <br />for steep slopes (such as the subject road cuts and fills) requires extensive <br />roughening, seeding, and mulching. Other information incorporated into the <br />permit by PR-3 further clarifies that the road cuts and fills in question would be <br />subject to the referenced revegetation plan provisions. In consideration of these <br />provisions, along with the fact that the subject aeeas will drain into Sedimentation <br />Pond 8 (at least until a stabilizing vegetation cover is established), the Division is <br />satisfied with the response. Item Resolved. <br />6. DRMS requested that SCC provide design details addressing various <br />specifications for embankment construction that were not provided in the <br />application. Appropriate design details were provided on revised page 13-3i. <br />Item Resolved. <br />DRMS requested certain design modifications to the toe-of--cut ditch segments <br />along proposed Access Road lA. Requested design modifications were provided <br />on amended Exhibit 6C and revised SEDCAD modeling pages in Appendix 14-6. <br />Item Resolved. <br />8. DRMS requested design modifications to Access Road lA to address <br />specifications for road crown, pursuant to Rule 4.03.2(4)(d). Design revision on <br />amended page T13-2-6, and Section E2-E2 on revised Exhibit 26, depicts a proper <br />0.5% in-slope to the road ditch. Item Resolved. <br />9. DRMS requested that specification for gravel surfacing and statement that acid- <br />forming or toxic-forming material would not be used for road surfacing be added <br />to the access road design specifications. Page T13-2-6 specifications were <br />amended as requested. Item Resolved. <br />2.05.3(4) Ponds, impoundments, other treatment facilities and diversions <br />10. DRMS recommended that Exhibit 63 (Postmining Land Use Map) be revised to <br />include the immediate area of modified Sediment Pond 8 within the Fish and <br />Wildlife Postmining Land Use Area, rather than the Industrial/Commercial <br />Postmining Land Use Area. The exhibit was amended to conform with this <br />request, and corresponding changes were made to the postmine ]and use areas as <br />depicted on amended Exhibit 6C (RSS Portal Post Mining Topography). Upon <br />review of the amended maps, we believe there aze a couple discrepancies not <br />previously identified, that need to be addressed. <br />First, the small reclaimed conveyor transfer disturbed azea on the east bank of the <br />
