PR-3 2"d ADEQUACY REVIEW <br />General <br />DRMS requested confirmation that the currently approved Postmining Land Use <br />for all disturbed areas is "Fish and Wildlife Habitat". The requested confirmation <br />was provided. Item Resolved. <br />2.05.3(3~(cl and 4.03.2 Access Roads <br />2. DRMS requested designs For adequate ditch protection for the segment of <br />proposed access road cut slope ditch with 10% grade, and further requested a <br />wearing surface on the access road segments that exceed grades of 3%, pursuant <br />to requirements of 4.03.2(1) and 4.27.3(7). The wearing surface (gavel) was <br />adequately addressed, however; further amendment appears to be warranted <br />regarding ditch protection. Narrative response to the comment indicates the ditch <br />lining would be a hardpan shale. This was specified in the original design, but <br />was missed in our review. The original design (without riprap) would be <br />acceptable if the 10% ditch segment is built in hardpan shale or more resistant in- <br />situ rock. However, amended SEDCAD run on revised page 14-6-18 shows 3"- <br />11.5" riprap, with D-50 of 9". The revised design table on Exhibit 26 (Section <br />E2-E2) shows riprap size of 3"-9". To be consistent with other entries in the <br />table, and to conform with the amended SEDCAD run, the riprap size listed <br />should be the D-50 size (9"). <br />Please either amend the Exhibit 26 table entry for Section E2-E2 to specify <br />9" D-50 riprap, or (if the 10% ditch segment will be built in hardpan shale or <br />more resistant in-situ rock) please revert to the original design and SEDCAD <br />run. <br />3. DRMS requested documentation required by 4.03.2(1)(g)(ii) (written landowner <br />request), that the proposed portal bench access road be retained for the postmining <br />land use. Appropriate documentation was incorporated as pages A14-5-29 and 30 <br />(letter from the landowner, Snowcap Coal Company, Inc, requesting retention of <br />Access Road lA and portion of Access Road 1, with accompanying diagram). <br />Item Resolved. <br />4. DRMS requested certain additional design detail regarding Access Road lA. The <br />requested detail was provided in amended Exhibit 26 and revised page T13-2-6. <br />We note one minor error on revised page T13-2-6; the map location reference at <br />the top of the page is to Exhibit 6A, which was not updated by PR-3. The roads <br />as depicted on Exhibit 6A do not correspond to the narrative description on <br />revised page T13-2-6; it would appear that the map location reference should be <br />to Exhibit 6C. Please amend the map location reference at the top of revised <br />page T13-2-6 to specify Exhibit 6C. <br />
