Box 58 <br />Delta, Colorado 81416 <br />Re: Technical Revision, Blue Ribbon Mine - C-81-047 <br />Dear Mr. ,Reschke: <br />Following are the Division's adequacy comments on your borrow area revision <br />application. <br />1. Blue Ribbon Coal Company should demonstrate that they have legal right to <br />enter and remove soil materials from the proposed area. <br />2. The area of the proposed borrow area is contained within the U.S. Steel <br />Mining Company Somerset Mine permit boundary. Blue Ribbon should demonstrate <br />that an agreement concerning reclamation responsibility for overlapping permit <br />areas has been struck. <br />3. Submit a map showing the pre-mining topography of the proposed additional <br />area. <br />4. A brief discussion of the site, including current land use, condition, <br />description, in order to verify or amend the discussion in the current permit, <br />should be included. <br />5. A site specific description of the geology of the area should be <br />included. This description should address surficial~deposits, i.e., colluvial <br />or alluvial, which would be disturbed and landslide hazard above the area. <br />6. What is the depth of alluvial ground water in the area? Your maps <br />indicate that the disturbance will occur within or immediately adjacent to the <br />Hubbard Creek alluvial aquifer. What impacts and mitigative measures will <br />occur? <br />7. The soils map in the permit indicates that a Work-clay loam is the soil <br />which would be disturbed. Soil sample and analysis data should be submitted <br />for this area. Depth, extent, and texture of the soils must be discussed. <br />8. The vegetation map in the permit indicates that an oak-shrub community, <br />last aspect, exists on the site.
