Sanborn Creek Mine, TR-32
Page 3
The August, 1999 cover letter states that twenty percent of the disturbance for the
development of the Elk Creek surface facilities will be in a riparian community.
However, no riparian areas were sampled in the Baseline Vegetation Inventory,
Appendix G. How many acres will be disturbed as a result of the proposed
ac[ivies? An accurate description of this community is needed in the permit,
including a list of the plant species present. Depending on the acreage to be
disturbed, cover and production data may or may not be necessary. The U.S.
Corps of Engineers wetland delineation report may be sufficient.
A summary of the vegetation [o be disturbed by development of the Elk Creek
surface facilities should be included on page 2.04-69. The discussion needs to
include the riparian areas addressed in Item 14 of the cover letter.
A table showing the total mine disturbance by vegetation community is needed.
Existing Table 2 in Appendix G is outdated.
Revegetation -Rules 2.05.4(e) and 4.15
In the August 25, 1999 cover letter, it is stated that the existing riparian
community in the upper disturbance area will be reestablished in conjunction with
permanent diversion of the corresponding segment of the Elk Creek Channel.
Please provide a revegetation plan for the reestablishment of the riparian area and
show where they will be on a map.
M:\coal\sb I \Sanborn Creek-TR32.doc
