<br />Sanborn Creek Mine, TR-32 <br />Page 3 <br />The August, 1999 cover letter states that twenty percent of the disturbance for the <br />development of the Elk Creek surface facilities will be in a riparian community. <br />However, no riparian areas were sampled in the Baseline Vegetation Inventory, <br />Appendix G. How many acres will be disturbed as a result of the proposed <br />ac[ivies? An accurate description of this community is needed in the permit, <br />including a list of the plant species present. Depending on the acreage to be <br />disturbed, cover and production data may or may not be necessary. The U.S. <br />Corps of Engineers wetland delineation report may be sufficient. <br />A summary of the vegetation [o be disturbed by development of the Elk Creek <br />surface facilities should be included on page 2.04-69. The discussion needs to <br />include the riparian areas addressed in Item 14 of the cover letter. <br />A table showing the total mine disturbance by vegetation community is needed. <br />Existing Table 2 in Appendix G is outdated. <br />Revegetation -Rules 2.05.4(e) and 4.15 <br />In the August 25, 1999 cover letter, it is stated that the existing riparian <br />community in the upper disturbance area will be reestablished in conjunction with <br />permanent diversion of the corresponding segment of the Elk Creek Channel. <br />Please provide a revegetation plan for the reestablishment of the riparian area and <br />show where they will be on a map. <br />M:\coal\sb I \Sanborn Creek-TR32.doc <br />
